The State of New Hampshire, Department of Environmental Services, Water Division, Wastewater Engineering Bureau has a full time vacancy for a Resilience & Adaptation Manager.

Summary:

Develop and administer the climate vulnerability assessment program for wastewater, stormwater and drinking water infrastructure throughout the state. Provide support to the wastewater, stormwater and drinking water asset management programs, energy programs and other sustainability initiatives as needed. Assist with incorporating vulnerability assessment findings into municipal asset management programs. Develop state-wide program for technical assistance and outreach for hazard mitigation and the resultant vulnerabilities for water infrastructure to increase both awareness and implementation of adaptation measures.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience: Bachelor's degree and 6.5 years of experience OR equivalent combination of 10.5 years of education and experience after completion of high school. Education and experience must be in the fields of environmental science, natura resources, marine/coastal or earth science, sustainability, community planning, engineering or a related field.

License/Certification: Valid driver's license

PREFERRED QUALIFICATIONS:

Familiarity with fundamentals of climate science and its impacts on natural, built, and human systems; with wastewater, stormwater and drinking water infrastructure; energy efficiency; renewable energy; and with the principles of asset management. The successful candidate must have the ability to work well within a team environment; and must have excellent interpersonal, group facilitation, presentation, writing and communications skills. Administrative and organizational abilities with a strong attention to detail are also needed. Proficiency with standard office software required.

Responsibilities:

Facilitate the development of vulnerability assessments for selected wastewater, stormwater and drinking water infrastructure. Assist communities in prioritizing vulnerability-related projects and incorporating the findings into asset management programs and developing implementation schedules.

Manage contract development and approval for outside vulnerability assessment contractors and energy audit contractors.

Support the engineering and design sections in the Wastewater Engineering Bureau and the Drinking Water Groundwater Bureau in rule updates utilizing the most up-to-date climate projections. Ensure consistency in design requirements across both bureaus and within the NHDES Water Division.

Manage projects funded by the Clean Water and Drinking Water State Revolving funds in areas related to infrastructure resilience and sustainability, including stormwater infrastructure and planning, wastewater infrastructure and planning, drinking water infrastructure and planning, asset management, and Energy Audit Measure Implementation at drinking water and wastewater facilities.

Provide guidance and support to municipal wastewater, drinking water and stormwater systems to support their investment in sustainable and resilient infrastructure.

Develop and maintain a current and up to date knowledge of the climate related vulnerabilities facing our wastewater, stormwater and drinking water infrastructure including, but not limited to flooding, temperature, drought, and power. Develop programs and outreach efforts to assist with addressing these, and other, climate related vulnerabilities.

Develop an outreach and technical assistance program to increase NH community awareness relative to climate vulnerabilities and adaptation opportunities as they relate to wastewater, stormwater and drinking water infrastructure., including providing presentations on results of vulnerability assessments, implementation strategies, and case studies as needed to various audiences.

Collaborate with Regional Adaptation Workgroups, Coastal Adaptation Workgroup (CAW) and the Upper Valley Adaptation Workgroup (UVAW), Regional Planning Commissions (RPCs), NHWPCA, NEWEA, NEWIPCCC, RCAP, GSRWA, HSEM and other stakeholders through such actions as hosting, attending and presenting at educational workshops and forums, providing direct technical assistance to communities, and collaborating with other practitioners in the state/region to maximize use of limited resources as they relate to wastewater, stormwater and drinking water infrastructure.

Coordinate information transfer across NHDES programs, and among and between state agencies, our federal partners, and municipalities to ensure rules, regulations, funding mechanisms support hazard mitigation, share lessons learned in effective preparedness actions, foster Hazard Mitigation Planning in conjunction with asset management and ensure efforts to respond to the impacts and reduce the causes of climate are coordinated for NH's wastewater, stormwater and drinking water infrastructure.

Continually seek to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
