Job Description
The Cowichan Valley Regional District is hiring a full-time Recycling Facility Leader V (Site Supervisor) in Duncan, BC. The role involves overseeing the operation of recycling facilities, supervising staff, and ensuring compliance with safety regulations. Candidates need a secondary school diploma, relevant supervisory experience, and various safety certifications. The position requires a flexible schedule with 40 hours of work per week, primarily from Wednesday to Saturday.

The Cowichan Valley Regional District is now accepting applications from prospective internal candidates as a regular full time Recycling Facility Leader V (site supervisor) Position in Solid Waste Operations within the Recycling & Waste Management Division within the Operations Department.
Reporting to the Manager, Solid Waste Operations the Recycling Facility Leader V (site supervisor) ensures the safe, efficient operation of CVRD Recycling facilities including a transfer station and truck fleet coordination. This position coordinates the daily facilities operations, including supervising and directing the work of staff, coordinating contractor servicing requirements, administering and enforcing OH&S policies and related regulatory requirements to ensure the facilities operate safely and efficiently.
The purpose of this posting is to backfill a vacant position. The anticipated start date is upon completion of the posting verification process, approximately mid to late February 2026.
• Secondary School graduation or equivalency
• Keyboarding and basic office equipment training, and Microsoft Office training
• Five (5) years of experience directing staff in a related supervisory role inclusive of conflict management
• Two (2) years of experience working in an industrial workplace; working with cash and other forms of payment in a professional capacity (daily reconciliations, float); and, using administrative and office equipment
• Experience dispatching drivers to achieve maximum efficiencies; and, using MS Office software at a basic level (Outlook, Word, Excel)
• An equivalent combination of education, training and experience may be considered.
• Valid Class 3 BC Driver's License with air endorsement
• First Aid Level 1 with CPR
• Skid Steer Operator Safety Training certificate from a qualified instructor - employer provided
• Front End Loader Operator Safety Training certificate from a qualified instructor - employer provided
• Excavator Operator Safety Training certificate from a qualified instructor - employer provided
• Traffic Control Person Training - employer provided
• WHMIS - employer provided

This regular full time position is guaranteed 40 hours per week. The anticipated shift is 10 hours per day, Wednesday through Saturday, subject to change. The successful applicant must be available to work a flexible schedule that includes a variety of days and hours per week.
This position is unionized (USW Local 1-1937) with a Step 1 wage rate of $40.75 per hour and a Step 2 wage rate of $43.29 per hour (2026 wage rates). Benefits are included as per the CVRD and USW Local 1-1937 Collective Agreement.
