Job Description

The California Public Utilities Commission is hiring a Public Utilities Regulatory Analyst V for the Energy Division in San Francisco, CA. This senior analyst will conduct complex policy analyses related to demand response and load flexibility programs. The position allows for a hybrid work model, enabling staff to work from home or an alternate location, with some required in-person attendance for onboarding and training. Travel is also required.

Under the general direction of the program and project supervisor, the individual filling this senior analyst position will work on new initiatives expanding the role of demand response and load flexibility in California. The incumbent will be a senior lead analyst who will conduct highly complex policy and/or technical analyses and research associated with demand response and load flexibility programs, pilots and policies. Policy areas that the incumbent could be responsible for overseeing are: California Independent System Operator (CAISO) market integration and operational issues, coordination with Resource Adequacy policies, coordination with the California Energy Commission (CEC), and coordination with the CPUC retail rate reform efforts. The incumbent may also be responsible for representing the Division in CAISO or CEC stakeholder processes as well as leading coordination/problem solving efforts with staff from those agencies.

CPUC encourages a hybrid workplace model that is designed to accommodate the full range of workplace preferences, to the extent that individual job duties allow. For most Energy Division positions, staff can opt to work largely from home or in an approved alternate work location or work primarily or entirely in a CPUC office. In all cases, though, occasional in-person attendance will be required for onboarding and orientation, certain trainings, team building activities, and collaborative meetings, as specified by management. All State employees must reside in California.
