Job Summary
The Utilities Division recommends thoroughly researched, sound regulatory policy and rate recommendations to the Commissioners, based on a balanced analysis of the benefits and impacts on all stakeholders and consistent with the public interest.
Job Duties
As part of the Telecom and Energy team, you will learn to perform analysis and research in utility ratemaking. This includes reviewing and providing recommendations to the Commission on a wide variety of items such as: adjustor rate resets, Energy Efficiency and Renewable Energy Plans, tariffs, and rate design. You will review utility filings, conduct appropriate due diligence, and provide written and oral reports (which may include testimony) for Commission Open Meetings, hearings, and other public forums.
Knowledge, Skills & Abilities (KSAs)
• Knowledge of the economic concepts of public utility regulation and ratemaking;
• Knowledge of current issues in electric, gas, water/wastewater, and telecommunications industries;
• Ability to analyze economic and financial data using various statistical methods;
• Ability to prepare written reports and present oral testimony that clearly explains and supports findings and recommendations;
• Skilled in cooperating and working effectively with others as part of a team;
• Excellent oral communication skills, including ability to testify in formal proceedings, and making public presentations; and
• Proficient skills in MS Word, Excel, PowerPoint, and statistical modeling.
Selective Preference(s)
Bachelor’s degree or higher in economics, statistics, accounting, business, public policy, energy, or other related field is preferred.
