Job Description

The City of East Point, GA is seeking a Project Manager for Planning & Community Development. This role involves coordinating planning project reviews, liaising with customers and city departments, managing complex planning projects, and providing information on zoning and development requirements. Candidates should have a Bachelor’s degree in a related field and 3-5 years of planning experience. Strong communication and problem-solving skills are essential.
Under general supervision, this position coordinates all planning project review processes and serves as liaison for both customers and City departments to disseminate information related to ongoing planning projects and requests.

Major Duties
• Manage, administer, and coordinating all aspects of major and complex planning projects to ensure coordination of all phases of planning, implementation, and management of projects by working with city departments in the development review process.
• Works with community and City staff on all process issues, disseminates, coordinates, and provides information regarding City development requirement.
• Responds to questions and explains the zoning, subdivision, and site plan ordinances for the public, consultants, developers, and other City staff as requested.
• Develops an integrated information network for customers.
• Interacts with the public, City departments, and others outside of the department to obtain and provide information and assistances.
• Communicates orally and in writing with stakeholders to explain technical information and recommendations.
• Provides information and recommendations to the Planning Director as necessary to resolve development issues and process improvements.
• Initiates, plans execute, monitors, controls, and finalizes special projects.
• Develops quality control standards for customer service and other planning processes.
• Provides monthly status reports to the Planning Director.
• Performs other duties as assigned.

Minimum Qualifications

Bachelor’s degree in Planning, Architecture, Landscape Architecture, Civil Engineering, or a closely related field and 3-5 years of experience in professional planning, or an equivalent combination of education and experience. Project Management certification preferred and experience in Geographic Information Systems (GIS) experience is a plus.

Knowledge Required by the Position
• Knowledge and comprehensive understanding of philosophies, practices, principles, and techniques of the municipal planning process as they pertain to development and redevelopment.
• Comprehensive knowledge of the City ordinances, codes and regulations pertaining development.
• Knowledge of principles and processes for providing customer service.
• Knowledge of relevant federal, state, and local codes and regulations.
• Skill in problem-solving, assessing solutions and recommending an effective course of action.
• Ability to understand, interpret and execute oral and written instructions.
• Ability to work independently.
• Ability to proactively administer projects from concept to closeout.
• Ability to research and prepare clear and concise technical reports.
• Ability to work with property owners, contractors, consultants, staff, and the public.
• Knowledge of development regulations concerning land use and environmental matters.
• Knowledge of principles and practices of engineering and physical design as related to city planning.
• Knowledge of economic development and business retention and recruitment.
• Knowledge of Smart Growth Principles, Urban and Comprehensive Planning Process.
• Ability to operate City vehicles.

Supervisory Controls: Work related to departmental goals and objectives is reviewed by the Planning Director. Work is reviewed through conferences and observation of the activities and financial status of the department for the nature of propriety of the results.

Guidelines: Guidelines include City land use laws, planning principles, state and federal laws, real estate law, City codes, construction codes, fire codes, and Federal ADA. These guidelines require judgment, selection, and interpretation in application.

Complexity: This position consists of varied analytical, supervisor and technical assistance tasks.

Scope and Effect: The purpose of this position is to oversee all projects that are submitted for concept plan review, land disturbance, subdivisions, preliminary plat, final plat, and the building permits process to the City. Successful performance helps to ensure the orderly development of the City, affects the quality of economic opportunity for residents and the image of East Point.

Personal Contacts: Contacts are typically with the public, property owners, real estate developers, attorneys, architects, engineers, bankers, landscape architect, elected officials, and local, state, and federal officials.

Purpose of Contacts: Contacts are typically to give or exchange information, resolve problems, negotiate, or settle matters, provide services, and motivate personnel.

Physical Demands: The work is typically performed with the employee sitting at a desk with intermittent standing, walking, bending, crouching, or stooping. The employee may exert light physical effort in sedentary to light work, including lifting, carrying, pushing an/or pulling of objects and materials of light weight (5-10 pounds).

Work Environment: The work is typically performed in an office and outdoors while inspecting projects or work sites. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and occasional inclement weather.
