Project Manager Level 3
Northrop Grumman’s Defense Systems sector is currently seeking a Project Manager Level 3 to support on-site at our growing business in our Rocket Center, West Virginia location.
Rocket Center, WV is located along the North Branch Potomac River in Mineral County, West Virginia and is home to the Allegany Ballistics Laboratory (ABL), a government installation operated by Northrop Grumman. Known for its scenic mountain landscapes, rolling hills and state parks, the region offers a multitude of outdoor recreational opportunities to include hiking, mountain biking, skiing, fishing, hunting and whitewater rafting. Overview
The project Manager acts under the supervision of a Program Manager to lead an individual project. The successful candidate will be familiar with all aspects of a project from inception to closeout, including the ability to define scope, schedule and cost for a project.
Primary Responsibilities:
• Assist Program Manager in directing all phases of programs from inception through completion.
• Effectively communicate with the IPT daily to ensure efficiency of production activities required to meet program schedule and cost objectives.
• Assist Program Manager with cost, schedule and technical performance of company programs or subsystems of major programs.
• Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
• Lead a cross-functional team with a wide range of skill sets, ensuring roles and responsibilities of all team members are well understood and executed.
• Ensure program-wide focus on safety, quality, cost, and schedule.
• Establish milestones and monitor adherence to master plans and schedules.
• Identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
• Manage manufacturing operations and subcontractor actions and performance.
• Control expenditures within limitation of project budget. Develop and manage performance metrics on assigned programs to drive continuous improvement.
• Develop and delivers presentations to management, and other program stakeholders.
• Effectively defines Risk and Opportunity and develops plans to mitigate the risk and take advantage of the opportunities.

• Excellent communication and interpersonal skills with the ability to manage a project team on a daily basis and communicate effectively with leadership regarding status, awareness, and appropriate escalation.
• Ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed.
• Ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
• Ability to resolve disputes and negotiate with a positive outcome while maintaining good relationships with customers, both internal and external.
• Critical thinking and logical reasoning skills with the ability to solve issues and predict potential programmatic and technical risks.
• Impeccable ethics in business conduct; ability to lead by example, model and foster ethical behavior.
Basic Qualifications:
• Bachelor’s degree and 5 years of relevant experience (or Bachelor of Science in STEM and 5 years) or a Master’s degree and 3 years of relevant experience.
• Strong communication and interpersonal skills.
• Strong analytical skills.
• Ability to work in a fast paced environment and adapt to changing priorities.
• Basic competency in Project Management skills and toolsets
• Experience developing project cost and schedules.
• Competent in Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook)
• Must be a US citizen with the ability to obtain a DoD Secret security clearance or higher.
Preferred Qualifications
• Experience with manufacturing of DOD products
• Experience working with US Government, DOD or major Prime contractor (Northrop Grumman, Raytheon, Lockheed Martin or Boeing…).
• The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
• PMP® certification
• Experience with Lean, Six Sigma, Agile methodologies
Salary Range: $78,700.00 - $118,100.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
