BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Country Office is implementing climate resilience initiatives under GCF, GIZ and Global Shield, focusing on integrated climate risk management, anticipatory action (AA), early warning systems (EWS), disaster risk financing and insurance, and shock-responsive social protection.
To strengthen technical quality, donor compliance, and strategic coherence of these interventions under SO1, the Country Office seeks to engage an international consultant to provide high-level advisory and technical support.
The consultant will enhance the design, implementation quality, and strategic integration of climate resilience, anticipatory action, and risk financing interventions across all projects, ensuring strong alignment with donor requirements and WFP corporate policies.
ACCOUNTABILITIES/RESPONSIBILITIES:
Working under the supervision of the Head of Provincial Office and in close coordination with the Project Coordinator, Programme, M&E, and relevant technical units, the consultant will undertake the following:
1 Technical Support to Resilience Projects
• Provide expert technical advice on Integrated Climate Risk Management (ICRM), Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), anticipatory action, and resilience programming across project interventions.
• Ensure technical oversight and quality assurance, confirming that project implementation remains aligned with approved project documents, including the GCF proposal, Logframe, and Theory of Change.
• Provide advisory support on institutional strengthening related to climate risk analysis, resilience planning, and adaptive decision-making processes.
• Deliver capacity-strengthening support to programme teams on resilience programming approaches, technical standards, and donor compliance requirements.
• Provide technical inputs into the development, design, and refinement of new climate resilience concept notes, proposals, and resource mobilization initiatives.
• Identify strategic entry points to enhance resilience outcomes through application of integration, layering and sequencing principles and promoting stronger integration between Early Warning Systems (EWS), Anticipatory Action (AA), Disaster Risk Financing and Insurance (DRFI), and social protection systems.
• Provide technical inputs and a formal review of Gender Responsive and Inclusive DRM training module.
2. Design and Develop the Local Climate Change Adaptation Plan (LCCAP)
• Conduct comprehensive analysis and research to inform the design and structure of the LCCAP, ensuring alignment with local needs, vulnerabilities, and adaptive capacities.
• Develop a detailed Plan of Action as an integral component of the LAPA, outlining priority interventions, sequencing, and implementation pathways.
• Identify priority areas for financing, including opportunities for integration within the Government's annual development budget and other potential funding streams.
• Conduct a multi-stakeholder risk analysis, assessing climate-related, institutional, financial, and operational risks that may affect LAPA implementation.
• Conduct workshop on LCCAP outcomes and seeking endorsement from stakeholders
• Support the consolidation of documentation and evidence, including lessons learned, progress data, and relevant analyses required for the Mid-Term Review.
3. Support Resilience Programming and Knowledge Building
• Strengthen and refine the monitoring and evaluation framework for resilience and anticipatory action and social protection programming.
• Ensure alignment of indicators, targets, and reporting with donor requirements and corporate results frameworks.
• Support consolidation and quality assurance of workplans, log frames, annual progress reports and donor submissions.
• Contribute to evidence generation, documentation of good practices, and knowledge management related to resilience and AA and social protection outcomes.
• Facilitate integrated tracking of resilience outcomes in collaboration with Programme and M&E teams.
4. Consolidate feedback in coordination with HQ
• Review and finalise the feedback provided on the Annual Progress Report by GCF
• Update the project Operations Manual based on feedback and suggestions by GCF
• Review and update the anticipatory action protocols
• Develop strategy for dissemination of the AA protocols.
DELIVERABLES AT THE END OF THE CONTRACT:
• Prepare high quality, quality assured donor reports and a consolidated annual progress report.
• Develop five comprehensive project documents and technical briefs, such as concept notes, project proposals dissemination strategy or institutional capacity needs assessments
• Develop one Local Climate Change Adaptation Plan, aligned with national and sub national priorities.
• Conduct one stakeholder workshop to validate and endorse the Local Climate Change Adaptation Plan.
• Organize, archive, and maintain all project data and knowledge products in preparation for the mid term review.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree (master's or higher) in Climate Change, Disaster Risk Management, Environmental Sciences, Food Security, Development Studies, Economics, or related field.
Experience:
• At least 5 – 10 years of progressively responsible experience in climate resilience, DRR, climate finance, anticipatory action, or disaster risk financing.
• Demonstrated experience working with GCF or similar climate finance mechanisms.
• Strong understanding of integrated climate risk management and shock-responsive social protection.
• Proven experience in proposal development, donor reporting, and results-based management frameworks.
• Experience supporting mid-term reviews or evaluations of climate or resilience projects.
• Prior experience with UN agencies or multilateral development organizations is an asset.
Knowledge and Skills:
Excellent analytical, writing, and facilitation skills.
Languages:
Fluency (Level C) in English language.
