Job Description
The Solar for All Program Coordinator at 22nd Century Technologies will enhance access to solar energy for underserved communities. Responsibilities include facilitating team meetings, managing EPA reporting, overseeing compliance with the Quality Management Plan, and developing outreach strategies. The role also involves engaging with stakeholders on funding opportunities and assisting in program design related to energy storage. This position is hybrid, based in Providence, RI.
About the position
The Solar for All Program Coordinator will play a pivotal role in advancing the objectives of the Solar for All (SFA) initiative, which aims to enhance access to solar energy for all communities, particularly those that are underserved. This position requires a proactive individual who can facilitate biweekly team meetings, develop agendas, take notes, and report on the progress of program deliverables as outlined in the workplan. The coordinator will be responsible for ensuring that the team meets all deadlines associated with the deliverables outlined in the workplan, which is critical for the success of the program. In addition to managing team meetings, the coordinator will oversee all reporting requirements mandated by the Environmental Protection Agency (EPA), including compliance with the Davis-Bacon and Build American Buy America provisions. This role also involves the development and adherence to the EPA's Quality Management Plan for the SFA program. The coordinator will collaborate closely with the OER Administrator and other stakeholders to implement an outreach engagement strategy that effectively communicates SFA funding opportunities and deployment strategies to community-based organizations, environmental non-profits, and disadvantaged communities. The coordinator will assist the OER Energy Policy and Regulatory Manager in navigating the Public Utilities Commission's docket regulatory process and hearings, particularly concerning the expansion of the Community Remote Net Metering (CRNM) Program funded by the EPA. Furthermore, the coordinator will contribute to the development and deployment of a workforce development program in partnership with OER program partners. A significant aspect of this role includes leading the procurement process for a consultant to assist with program design and policy related to energy storage, including the redesign of the Renewable Energy Fund (REF) battery storage incentive program. The coordinator will also engage with community solar stakeholders regarding the CRNM program and work with the RI Infrastructure Bank to design and deploy technical assistance programs. Participation in weekly office hours and training sessions from the Grants Management Office (GMO) will be essential for managing the sub-awarding of federal funds to coalition partners. The coordinator will be responsible for developing and posting solicitations, application documents, and review forms using the Client eCivis platform, as well as assisting coalition partners and sub-awardees in navigating the grants management software for application submissions and fund disbursement.
Responsibilities
• Facilitate biweekly Solar for All (SFA) team meetings, including developing the agenda, taking notes, and reporting on program deliverable progress from the workplan.

• Ensure the team meets all deliverable deadlines in the workplan.

• Manage all SFA reporting requirements from the Environmental Protection Agency (EPA), including Davis-Bacon and Build American Buy America compliance.

• Oversee OER's development of and compliance with EPA's Quality Management Plan for SFA.

• Work with the OER Administrator and Energy Legislation and Programs on outreach engagement strategies with stakeholders about SFA funding and deployment.

• Assist the OER Energy Policy and Regulatory Manager on the Public Utilities Commission docket regulatory process and hearings for the CRNM Program.

• Assist with the development and deployment of the SFA workforce development program along with OER program partners.

• Work with the Energy Justice Manager to develop pathways for access to battery storage technologies for underserved communities.

• Engage with community solar stakeholders regarding the CRNM program.

• Collaborate with the RI Infrastructure Bank on CRNM technical assistance program design and deployment.

• Participate in weekly office hours and trainings from the Grants Management Office (GMO) to manage the sub-awarding of federal funds to coalition partners.

• Develop and post solicitations, application documents, and review forms using the Client eCivis platform.

• Assist coalition partners and sub-awardees with the creation of accounts for grants management software.
Requirements
• Familiarity with renewable energy technologies.
,
• Experience with data collection and management.
,
• Experience with program and contract management, including tracking budgets and deliverables.
,
• Ability to coordinate projects and programs from start to finish, working independently while collaborating with key partners and stakeholders.
,
• 1-2 years of experience working in a professional environment.
,
• 1-2 years of work experience in an energy-related field.
,
• A bachelor's degree.
