About the position

The South Carolina Office of Regulatory Staff (ORS) is seeking a Program Manager for Energy Efficiency and Demand Side Management (EE/DSM) to represent the public interest in utility regulation across various sectors, including electric, natural gas, telecommunications, water/wastewater, and transportation. This role is critical in ensuring compliance with state and federal laws, regulations, and policies related to EE/DSM programs, Electric Vehicles (EV), and Distributed Energy Resources (DER). The Program Manager will be responsible for analyzing utility filings, coordinating with external consultants, and preparing the agency's annual report that details evaluations and findings related to these programs. In addition to analyzing utility filings, the Program Manager will evaluate and implement policy initiatives that pertain to electrification, grid modernization, integrated resource planning, renewable energy integration, and interconnection. The role also involves coordinating investigations related to certificate applications for renewable electric generation facility leases in South Carolina, maintaining a registry of leased facilities, and facilitating complaint and dispute resolution related to solar leasing. The Program Manager will develop semi-annual reports on Distributed Energy Resources and Net Energy Metering Implementation in South Carolina, as mandated by Act 236 (2014). This position requires the preparation of various documents for submission to the Public Service Commission (PSC), including reports, testimony, exhibits, and review letters regarding regulatory issues or agency positions. Participation in stakeholder and collaborative meetings is also a key responsibility, along with monitoring compliance of regulated utilities and state and federal activities that may impact regulations and policies. The Program Manager will respond to inquiries, surveys, and questionnaires from the public, utilities, and other state agencies, and will prepare and deliver presentations regarding utility regulation in South Carolina. Additionally, the role involves assisting the consumer services department and other ORS departments with consumer complaints, disputes, and inquiries.

Responsibilities
• Analyze utility filings related to EE/DSM programs and coordinate with external consultants in the preparation of the agency's annual report detailing the evaluations and findings.

• Analyze Distributed Energy Resource program (DERP) filings and submit written and oral testimony detailing the evaluations and findings.

• Evaluate and implement policy initiatives related to electrification, grid modernization, integrated resource planning, renewable energy integration, and interconnection.

• Coordinate and conduct investigations related to certificate applications for renewable electric generation facility leases located in SC.
,
• Update and maintain registry of leased facilities.
,
• Facilitate complaint/dispute resolution related to solar leasing.

• Develop semi-annual report on Distributed Energy Resources and Net Energy Metering Implementation in SC pursuant to Act 236 (2014).

• Prepare documents for submission to the PSC such as reports, testimony, exhibits, and review letters regarding regulatory issues or agency positions.

Requirements
• Bachelor's degree and three years of experience in utility regulation, EE/DSM program administration or a related field.

Nice-to-haves
• Master's degree in business, mathematics, finance, economics, or engineering.

• Knowledge of EE/DSM program design and recovery mechanisms, market potential studies, Public Utility Regulatory Policies Act (PURPA), avoided costs, Net Energy Metering (NEM), and Power Purchase Agreements (PPA).
