Job Overview:
The principle function of this position is to provide leadership and direction to the Centralized Support Services section within the Administration Division. This position is responsible for a service operation serving a department with over 700 employees, over 600 fleet vehicles, over 12,000 capitalized and sensitive property items, a vehicle repair shop, a contracts unit, and the facility maintenance of the Custer Avenue complex. This position requires a unique combination of administrative, management, specialized skills, and experience. The typical duties and responsibilities for this position are the administrative supervision of multiple functions in the Centralized Support Services Bureau that are relied upon by the department and the public to conduct their business.
Administrative Responsibilities
• Assist with the preparation and management of the bureau budget, making budgetary projections on future costs.
• Respond to federal and state audit review recommendations by providing input and recommending solutions.
• Maintain oversight responsibility for procurement and contract management by maintaining a procurement database, advising procurement officer, and performing periodic internal audits.
• Direct bureau to be in compliance with the broader division and department missions by communicating these goals with bureau staff.
• Recruit and develop a highly skilled work force, providing appropriate training, performance appraisal, guidance, and career development opportunities.
Procurement Responsibilities
• Oversee the department’s annual purchasing of $10 million, in accordance with MCA Title 18, Montana Operation Manual and Administrative Rule of Montana Title 2, Chapter 5.
• Develop and maintain a purchasing/contract manual for department use.
Asset Management Responsibilities
• Serve as the department contact to the Department of Administration’s Surplus Property Bureau.
• Manage $93 million worth of department capital assets (i.e. computer equipment, vehicles, snowmobiles, trailers, boats, guns etc.), ensuring compliance with state identification and reporting policies.
• Organize bi-annual inventory process, including reconciliation, corrections, and reporting as necessary.
Fleet Management Responsibilities
• Supervise the department’s fleet of approximately 600 vehicles, establishing standards for purchase by ensuring that department personnel’s specialized needs are met for enforcement, wildlife, fisheries and parks applications.
• Oversee and maintain the department’s fleet database, ensuring accuracy and integrity of vehicle usage and transaction data.
• Responsible for replacement and condition of fleet, using a point system to evaluating mileage, miles driven each year, current condition, cost per mile, and regional priority.
Qualifications
Knowledge, Skills and Abilities (Behaviors):
• Operations and Business Management. Ability to assist with budget development, forecast cashflow, analysis cost/benefits, and prepare financial reports. An understanding of business management and processes, inventory supply chains, and strategic planning.
• Supervisory. Ability to direct the activities of mixed staff which includes mechanics, administrative, and professional employees. Must have the ability to organize, motivate and influence staff; must be able to establish priorities, assess task complexity and make assignments appropriately, provide training and other career opportunities for assigned staff.
• Project Management. Ability to oversee the management of multiple projects; research, planning and development for all levels of responsibility.
• Communication Skills. Must be able to communicate with a wide variety of people in a broad variety of settings. The techniques used must be appropriate for the type of staff involved (managerial, technical, etc.); communicate effectively in a constantly changing environment with an audience varying from well-versed to unfamiliar.
• Problem Solving and Decision Making. Requires the ability to assess and solve complex problems; devise methodologies and solutions; perform analyses; relate relevant information in management applications and interactions; and interpret results. Must be able to clearly and concisely form and express ideas and concepts.
• Vehicle Management. Knowledge of vehicle utilization standards, state rules and regulations regarding state owned vehicles, and knowledge of equipment user and maintenance requirements.
• Procurement Knowledge. Knowledge of the laws, policies and procedures of competitive procurement.
• Systems Use. Ability to effectively use various computer systems, such as the state’s Asset Management, Financial, and Purchasing Modules of SABHRS and EMACS. A basic understanding of various databases and the ability to program within them. Ability to learn and utilize new software and assist staff in its use.
The knowledge, skills, and abilities of this position are normally attained through a bachelor’s degree in business administration or a related field and five years of experience, including two years in a supervisory role. Other combinations of education and experience will be considered on a case-by-case basis.
