The State of North Carolina's Department of Environmental Quality is hiring a full-time Program Analyst II. This role involves providing technical expertise for energy efficiency programs, assisting with contract and grant administration, and promoting the Utility Savings Initiative. This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
Description of Work:
This position provides technical and advisory expertise for the Utility Savings Initiative (USI), performance contracting and grant programs for all public sectors. The position provides services to state agencies, universities, and community colleges across the state. This position also assists the USI Program Manager with contract and grant administration, the efficient deployment of resources, adherence to Department, state and federal policies, procedures, and requirements.
Key Responsibilities
• Provide expertise in the area of energy efficiency and conservation to governmental units to calculate energy and water consumption; evaluate existing equipment, operations, maintenance and processes; and recommend short-and long-term improvements.
• Promote and provide outreach on the Utility Savings Initiative and educate both target audiences and the general public through presentations, exhibits, and the preparation of written materials, such as fact sheets, articles, and papers.
• Assure that assigned performance contracts include measurable reductions in fuel costs, energy costs, water costs, or operating costs for proposals as evaluated and determine whether/if project savings have not been inflated in order to meet payback requirements of the contract.
• Systematically administer, track, and report assigned grant-related activities to management, the Governor's Office, the Department of Energy, and others as required.

The DEQ State Energy Office serves as the agent of energy planning and program development to ensure a sustainable energy future for the citizens of North Carolina. This Division provides services and technical expertise on energy efficiency, encourages the growth and development of the state's energy economy, and works to increase the use of renewable energy and alternative fuels. The State Energy Office supports energy efficiency in public buildings by assisting North Carolina governmental units manage the use and cost of electricity, water, and other utilities in their facilities. The State Energy Office provides programs, services, and technical expertise for advancing energy efficiency, increasing alternative energy and fuel sources, providing educational opportunities for the public, state and local governments, universities, schools, and businesses, and working closely with other state agencies in responding to energy emergencies during natural disasters and supply interruptions.

Knowledge, Skills and Abilities / Competencies
To qualify for this position, applicants must document on the application that they possess ALL of the following:
• Demonstrated experience collecting or analyzing data and/or information.
• Demonstrated experience in project management and/or oversight.
• Demonstrated experience creating environmental documents, charts and/or graphs.
Management Preferences:
• Knowledge of energy policy, and energy technologies.
• Professional Energy Manager certification.
Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and five (5) years of progressively experience related to the area of assignment; or an equivalent combination of training and experience.
