Fort Bend County is seeking a Procurement and Contracts Manager for Public Transportation in Rosenberg, TX. About the position

The position is responsible for overall procurement and contract management within Fort Bend County, serving as the Disadvantaged Business Enterprise Liaison Officer (DBELO). The role involves ensuring compliance with federal, state, and local procurement processes, managing contractors, and overseeing the implementation of the DBE program. The position also includes supervisory responsibilities for administrative staff and requires participation in ongoing training and emergency management activities.

Responsibilities
• Manage all aspects of the department's federal procurement processes, ensuring compliance with all federal, state, and local requirements.

• Coordinate approvals with FTA and/or TxDOT when necessary.

• Participate in pre-bid meetings and contract negotiations.
,
• Monitor contract compliance and oversee contractor site visits/reviews.
,
• Develop, implement, and monitor the DBE program as the Departments DBELO.
,
• Collect and report statistical data, reviewing contracts and solicitations for DBE compliance.
,
• Analyze the County's progress towards goal attainment and monitor contractor DBE activities.
,
• Investigate allegations of non-payment by contractors and attend DBE outreach activities.
,
• Manage department contractors to ensure timely and efficient project progress.
,
• Provide regulatory guidance to contracts and address contractor performance issues.
,
• Review and approve or deny contractor invoices based on work performance and contract requirements.
,
• Prepare timelines, status updates, and data sets for milestone reports to management and stakeholders.
,
• Serve as a liaison to internal departments and external agencies, representing the department in Commissioner's Court as needed.

• Directly supervise administrative staff, assigning tasks and providing training and guidance.
,
• Conduct employee performance appraisals and manage disciplinary actions as required.

Requirements
• Bachelor's or Associate's Degree in Business Administration or closely related field.

• Four years of job-related experience.

• Public Transportation and DBE experience preferred.

• Proven proficiency with both oral and written communication skills.
,
• Strong math and/or accounting and management skills.
,
• Organizational skills and the ability to complete multiple tasks.
,
• Strong interpersonal skills and the ability to deal effectively with the public, other employees, and elected officials.

• Experience in public transportation and DBE programs.
