The Principal Water Resources Planner at Gwinnett County, located in Lawrenceville, GA, conducts engineering analyses for water resources planning. Job Description
The Principal Water Resources Planner reports to the Deputy Division Director and conducts engineering-based analyses that support the County’s water resources planning initiatives. The Principal Water Resources Planner provides the technical expertise necessary to resolve complex and unique water management issues related to population growth, water use (demand and supply), wastewater, stormwater management, climate change, and land use planning. The principal planner leads initiatives and develops tools and policies for comprehensive infrastructure planning that is aligned with the County’s land use policies and priorities.
Essential Duties
• Assess capacity constrained areas, predict future issues, and develop solutions for infrastructure planning and design projects.
• Work with land use planners to assess impacts of specific development or redevelopment projects on water resources infrastructure and evaluate potential system improvements.
• Collaborate with intra- and inter-departmental teams including engineers and planners to integrate engineering solutions into planning processes and workflows.
• Conduct studies and alternatives analyses to support concept design documents for water, wastewater and stormwater infrastructure planning and improvement projects.
• Conduct fiscal impact assessments based on land use data, urban analytics, and market analyses.
• Provide project management for designated small areas during planning, permitting, and implementation stages: update status on ongoing infrastructure projects from various departments, coordinate timing for implementation efficiency, interact with developer, as needed, to facilitate solutions with utility or design conflicts.
• Correlate various statistical and planning data to integrate the Unified Plan into infrastructure planning initiatives.
• Develop technical memoranda, reports, policies, and talking points; communicate complex ideas with data visualization and graphics to stakeholders.
Grade
The grade for this position is 103. Salary will be dependent on education and experience.
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
Minimum Qualifications
• Bachelor’s degree in civil engineering, environmental engineering, urban or regional planning, or closely related field AND
• Three years of related experience
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
Preferred Qualifications in addition to the above minimum qualifications
• Master’s degree in civil engineering, environmental engineering, urban or regional planning, or a closely related field AND
• Five years of related experience
• One or more of the following certifications is desired: Engineer in Training (EIT) certification, Professional Engineer (PE) license, American Institute of Certified Planner (AICP).
• Strong analytical and technical skills.
• Strong technical writing and verbal communication skills with the ability to clearly organize and present project findings and recommendations to a diverse group of stakeholders.
• Ability to work effectively as a member of a team.
• Organizational and analytical skills with high attention to detail.
• Familiarity with computer programming languages (e.g., Visual Basic), statistical analysis, data management, GIS applications (e.g., ArcGIS), and database applications (e.g., MS Access).
• Experience with development preferred but not required.
This position requires excellent data analysis skills as well as knowledge of water, wastewater, and stormwater infrastructure hydraulics. Good communication skills are needed to coordinate with and support engineers, planners, and consultants.
