The Principal Research Analyst for Federal Performance Contracting at PNNL in Boise, , will lead energy transition planning and execution, focusing on performance contracting. This role requires expertise in energy and water systems and federal financing options. Responsibilities include developing solutions for energy efficiency, coordinating analyses, advising federal agencies, and engaging stakeholders. A BS/BA with relevant experience is required, along with strong knowledge of energy security and climate resilience.

About the position

The Principal Research Analyst in Federal Performance Contracting at PNNL will lead energy transitions planning and execution support efforts focused on performance contracting. This role requires a strong knowledge of energy and water systems, federal project financing options, and the ability to recommend solutions that enhance energy and water security, climate adaptation, resilience, and decarbonization. The analyst will work closely with the U.S. Department of Energy and U.S. Department of Defense partners to develop and implement strategies that meet federal energy, water, and climate goals.
Responsibilities
• Develop solutions to help DOE and DoD partners become more energy and water efficient and resilient to utility disruptions.
• Lead technical analyses and coordinate with subject matter experts, project teams, and stakeholders.
• Provide program support to federal agencies regarding performance contracting options.
• Advise agencies on best practices in energy savings performance contract (ESPC) and utility energy service contract (UESC) program development.
• Lead strategic planning and stakeholder engagement for energy system planning.
• Support RFI development to ensure compliance with DoD requirements and industry standards.
• Execute moderate projects and build effective teams to achieve objectives on time and within budget.
• Leverage data to inform programs and policies, documenting results and developing key metrics.
• Serve as an interface between sponsor leaders, remote team members, and PNNL technical experts.
• Oversee the work of other technical contributors and respond to sponsor needs.
• Develop deliverables and present results to sponsors and external stakeholders.Requirements
• BS/BA and 11 years of relevant experience
-OR- MS/MA or higher and 9 years of relevant experience.
• Strong knowledge of energy and water systems.
• Deep knowledge of federal project financing options.
• Experience recommending solutions for energy and water security, climate adaptation, resilience, and decarbonization.Nice-to-haves
• Degree in relevant discipline (e.g., engineering, climate policy, sustainability management).
• Active security clearance or ability to obtain one.
• Experience working with the Department of Defense or other Federal agencies.
• Recognized as a performance contracting subject matter expert.
• Experience developing policy and guidance for Federal agencies.
• Demonstrated track record of developing innovative solutions.
• Capable of handling ambiguity and working within diverse teams.
• Demonstrated history of presenting findings to decision makers.
• Proficient at techno-economic analysis of performance contracts.Benefits
