Job Description

Navajo County is seeking an Environmental Health Inspector to review and inspect septic applications and construction for compliance with relevant codes. Responsibilities include administering the permitting process, conducting onsite inspections, responding to complaints, and coordinating with other departments. The role requires knowledge of septic systems, regulations, and strong communication skills. This position is based in Show Low, AZ and is not remote.
Under general supervision of the Planning and Development Services Director or designee review and inspect septic applications and construction for compliance with federal, state and local codes, regulations and ordinances. Administer the County permitting process by reviewing applications and answering customer inquiries. Assist customers with permit and/or submittal applications and answer related questions. Supports various other administrative aspects of the Building Division and performs other duties as assigned.(Essential function, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. • Review submitted septic applications and construction plans for compliance with all relevant codes, regulations and ordinances
• Conduct onsite inspections during perc test, and construction
• Inspects, Investigates and responds to complaints of unhealthy septic and grey water systems
• Receives complaints, inquiries regarding details, records data and makes a report for the following purposes
• Issues violation notices when appropriate
• Secures compliance with pertinent regulations by promotion, education and enforcement
• Recommend Enforcement measures to Hearing Officer or supervisor
• Drafts letters to construction professionals relaying comments and concerns on reviewed construction plans.
• Consult with engineers, designers and contractors to review plans for potential compliance issues and design flaws
• Coordinate with other departments, divisions, and outside regulatory agencies
• Maintains records, permit files and plans
• Issues permit for which plan review has been completed
• Assists with and creates required monthly building and department reports.
• Attend staff meetings and professional development meetings
• Performs other duties as assigned
• Knowledge of conventional septic design and function, alternative septic design and function and soils evaluations as it relates to septic function
• Ability to establish and maintain effective working relationships with the public, contractors, outside agency representatives, citizen advisory boards, departmental personnel and County employees
• Ability to meet required deadlines
• Ability to read maps
• Ability to read and understand a variety of construction plans, blueprints, site plans and apply provisions of the ordinances and codes to determine compliance with regulations
• Ability to maintain a high level of accuracy and efficiency despite numerous interruptions.
• Knowledge of Federal, State, and County codes, laws, and regulations
• Knowledge of department policies, procedures, codes and ordinances
• Knowledge of building construction, inspection processes, and project time management
• Knowledge of the principles of record keeping and records management
• Knowledge of cash handling, data entry and mathematical calculations including algebra
• Skills in Oral communication and interpersonal skills to explain rules and procedures clearly to the public.
• Skills in coordinating, multi-tasking and effective time management
• Skills in operating a personal computer utilizing a variety of business software, such as Microsoft Office, Word, and Excel
• Skills in exceptional customer service
Engineer-in-Training pursuant to A.R.S. § 32-101 and A.A.C. R4-30-222, or a graduate of a four-year engineering degree program accredited at the time of graduation by the Accreditation Board for Engineering and Technology or its predecessor organization or Registered Sanitarian/Environmental Health Sanitarian registered in the State of Arizona pursuant to A.R.S. § 36-136.01 and A.A.C. R9-16-401 et seq. or Professional Geologist registered in the State of Arizona pursuant to A.R.S. § 32-123 and A.A.C. R4-30-244 as determined by the Board of Technical Registration or Environmental Professional who has a four-year degree in a field related to their duties, and training and/or experience in the duties to be performed or Environmental Health Sanitarian Aide as defined in, and with the supervision described in, A.A.C. R9-16-401(11) and -403. A valid driver’s license is required.
