Main Purpose and Function
This professional planner position is part of a team in the Policy, Regulations and Process Branch in City-Wide and Regional Planning that leads and supports land use initiatives with a focus on simplifying regulations to streamline permit processing.The successful applicant will undertake a range of duties with an emphasis on regulation and policy development through to implementation. In this role, the Planner II will work closely with staff in other divisions in Planning, Urban Design and Sustainability and other City departments to draft and amend regulations and policies.This position will involve managing work programs and supporting teams on diverse projects such as childcare regulations and Vancouver Plan zoning implementation related to social housing.
Specific Duties/Responsibilities
• Prepares regulations and amendments to the City’s Zoning & Development By-law, city-wide by-laws and land use policies.
• Scopes, prepares and manages work programs involving in-depth research, analysis and preparation of recommendations involving regulation and policy changes.
• Identify opportunities to reconcile conflicts between land use policies and coordinate a resolution.
• Provides advice and support to other work groups with respect to policy coordination, development and implementation.
• Establishes collaborative working relationships among staff work groups and departments to assess and consider impacts of new regulations and policies on existing by-laws, policies and processes.
• Liaises with, coordinates and synthesizes inputs from other divisions within Planning, Urban Design and Sustainability and other City Departments.
• Exercises considerable judgement, professionalism and diplomacy.
• Develops and implements public engagement and consultation processes.
• Prepares and presents reports to staff, the public and City Council.
• Represents the City to outside agencies, delegations, and other external functions.
• Supervises staff and manages consultants as required.
• Performs other duties/responsibilities as assigned.
Minimum Position Requirements
Education and Experience:
• University graduate degree in Planning or related studies, a master’s degree is preferred.
• Extensive experience in planning is desired, or an equivalent combination of education and experience.
• Eligibility for membership in the Canadian Institute of Planning is desired.
Knowledge, Skills and Abilities:
• Demonstrated experience with the City’s Zoning & Development By-law and other related by-laws, land use policies and guidelines.
• Demonstrated research and analytical skills and proven ability developing planning policies, zoning, regulations and guidelines.
• Proven communication skills in effectively presenting information and preparing reports.
• Ability to design and lead public consultation processes, and to facilitate problem solving among diverse and competing interests.
• Ability to work independently, to participate successfully on teams and to supervise staff.
• Experience in developing work programs and leading and managing complex planning projects within a prescribed time frame.
• Demonstrated initiative and independent judgment in dealing with a variety of people and situations.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
