NEPA Practitioner (Mid-Level)
Location: Remote (Preference for candidates in the Southwest US or Gulf Coast region)
About the Opportunity
Are you passionate about environmental planning and helping clients navigate the complex world of federal and state environmental regulations? Headway Environmental is seeking a mid-level NEPA Practitioner to support our growing portfolio of infrastructure and ecosystem restoration projects across the United States. This is a remote position with occasional travel for field assessments, agency meetings, and public engagement efforts.
As a NEPA Practitioner at Headway Environmental, you will work closely with interdisciplinary teams of scientists and engineers to prepare high-quality NEPA documentation and conduct environmental reviews for projects ranging from traditional infrastructure development, stormwater and flood control, to nature-based solutions and ecosystem restoration.
What You Will Accomplish
• Lead or support preparation of NEPA documents including Environmental Assessments (EAs), Environmental Impact Statements (EISs), and Categorical Exclusion (CE) checklists in compliance with federal (e.g., CEQ, FHWA, USACE, NRCS, FEMA) and state environmental regulations.
• Conduct environmental constraints analyses, assist with alternatives development, and prepare technical sections of NEPA documents related to land use, water resources, wetlands, threatened and endangered species, cultural resources, and socioeconomics.
• Coordinate with regulatory agencies, clients, and project stakeholders during scoping, public outreach, and consultation processes.
• Collaborate with in-house specialists and subconsultants to develop impact analyses and mitigation strategies.
• Assist with project management tasks including budgets, schedules, and deliverable tracking.
• Support the integration of NEPA with other permitting requirements including Clean Water Act Section 404, Endangered Species Act, and National Historic Preservation Act.
Experience and Qualifications for Success
Bachelor’s degree in environmental science, planning, natural resources, or related field (Master’s degree preferred).
• 3–5 years of experience preparing NEPA documentation for public sector infrastructure, water resources, or restoration projects.
• Working knowledge of NEPA and related environmental laws and regulations.
• Familiarity with federal agency NEPA processes, particularly FEMA, NRCS, USACE, and DOTs.
• Experience with stakeholder engagement and public involvement processes.
• Excellent written and verbal communication skills; ability to clearly present technical information to non-technical audiences.
• Strong organizational skills and ability to manage multiple concurrent deadlines.
• Proficiency in Microsoft Office; working knowledge of ArcGIS or related mapping tools is a plus.
