The Arizona Army National Guard is seeking a NEPA Compliance Program Manager to oversee statewide NEPA programs. This role involves ensuring compliance with NEPA regulations, coordinating with stakeholders, and managing environmental assessments. The manager will also provide technical support, draft NEPA documentation, and evaluate workflow improvements. Key skills include leadership, knowledge of NEPA law, and experience with arcGIS mapping systems. The position is based in Phoenix, AZ.
Job Summary:
This position serves as the overall Statewide National Environmental Policy Act (NEPA) Programs Manager (NEPA-PM) for Arizona Army National Guard (AZARNG) Environmental Management Office (EMO). The NEPA-PM performs work of considerable difficulty under general oversight of the Environmental Program Manager (EPM) and Deputy EPM, with full authority and independence of action.
Job Duties:
• The NEPA Legal Record Administrator ensures National Environmental Policy Act (NEPA) documents are in conformance with applicable law, regulation, and policy. Coordinates with NGB, EMO SMEs, proponents, and stakeholders to obtain, compile and analyze information used to access environmental impacts and NEPA determinations.
• Proponent & Stakeholder Coordination acts as the NEPA coordinator for all Stakeholder consultations for undertakings involving AZARNG - NEPA regulations and guidelines require formal and informal consultation with regulators and stakeholder for completion of NEPA process.
• Responsible for overall NEPA compliance of agency by ensuring all proponents adhere to environmental requirements. Ensures all needed documentation is complete.
• Emergency AZARNG NEPA Coordinator facilitates, responds, and coordinates with lead agency during state emergencies involving AZARNG. Provides assistance to lead agency and responders for avoiding potential impacts to the environment.
• Evaluate and make recommendations to management for improving the NEPA workflow; provide technical support to proponents for using the Online Record of Environmental Compliance (REC) submission system and tools.
• Ensures agency adherence to existing NEPA regulations, policies, and guidelines. Participates in updating/developing NEPA policies and guidelines to adhere to changing federal and state requirements.
• Acts as final reviewer and partial Authority of REC legal determinations of environmental impacts. Oversees facilitating EMO staff and contractors in reviewing, signing, and providing internal and external NEPA considerations.
• Serves as a AZARNG Environmental Installation Manager for Army EQUIP data submission. Responsible for Env. Performance Assessment System (EPAS) and oversees EMO staff data submissions into Army EQUIP Portal.
• Writing & Drafting: AR 200-1, AR 200-2 and related regulations and guidelines - Is responsible for drafting and coordination of environmental NEPA documentation.
• Assessments: In charge of drafting, reviewing, disseminating, and NGB submission of any needed NEOA environmental documentation.
Knowledge, Skills & Abilities (KSAs):
• Dynamic leadership abilities to provide strategic planning and direction to accomplish the mission.
• NEPA law, its fundamental principles, and the relationship of the analysis process to the documents.
• Working knowledge of arcGIS mapping systems.
• NEPA processes as it pertains to the ARNG, so that the spirit and the letter of the Act are fulfilled legally and efficiently.
• NEPA Section 101, Section 102.
• NEPA techniques, applications, and standards.
• Working knowledge of implementing proponent roles and responsibilities.
• Ability to identify sources of potential liability and compliance related problems.

Pre-Employment Requirements:
• Bachelor's degree plus 1 year of Environmental experience (or equivalent experience).
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
