Job Description

Baltimore County seeks a Natural Resource Specialist III for the Department of Environmental Protection and Sustainability in Towson, MD. This full-time position involves managing ecological restoration projects, conducting biological and habitat analyses, and collaborating with various stakeholders. Applicants must be current employees of Baltimore County and submit detailed work experience, licenses, and certifications with their application. The role includes project management and coordination for environmental capital projects.
You MUST be a merit (full-time), non-merit (part-time), or temporary employee of the Baltimore County General Government to apply for this position.

Pay Schedule XII, Grade 1M, Regular Schedule: 35 hours per week

A vacancy exists in the Department of Environmental Protection and Sustainability, Watershed Restoration Section.

Under general supervision, serves as a senior technical lead specialist performing professional management of complex freshwater/instream -biological and habitat analysis for capital ecological restoration projects. These projects are implemented under the County’s Waterway Improvement, federal and State of Maryland mandated Chesapeake Bay NPDES MS4 and TMDL pollutant reduction programs.

Examples of Other Duties
• Serves as the senior ecological restoration expert by supporting section supervisors during the review of proposed project design approaches and evaluation of cost/impacts.
• Designs scientific studies of pre- and post-construction restoration sites to answer questions about impacts and benefits to aquatic life.
• Responsible for managing existing monitoring mandates from the Maryland Department of the Environment (MDE) and US Army Corps of Engineers (USACE) for watershed and stream restoration permits, including the newly passed SB969, Whole Watershed Act (WWA).
• Negotiates and approves consultant services agreements for monitoring activities.
• Coordinates with DEPS Watershed Monitoring section regarding performance/compliance monitoring and cross-training.
• Collaborates with academic researchers to further the science of stream restoration.
• Implements water quality/waterway improvement projects such as stream restoration using natural channel design and floodplain reconnection approaches to achieve pollutant reduction and ecological restoration.
• Serves as a lead project manager for environmental capital projects, working collaboratively with professional design consultants, contractors, Federal and State Agencies, other professional staff and citizens of Baltimore County
• Assists others with resource assessment, prioritization, funding, design, technical review, permitting, construction and post-construction monitoring of environmental capital projects.
• May oversee grant management and Capital Budget programming.
• Prepares technical studies and reports on watershed stream and ecological problems. May assign and review the work of personnel or act as a project manager.

• Represents the department before community groups and serves as the department's representative on intra-county, community, or other committees.
• Assistsotherprofessionalsintechnicalstudies,researchandpreparationofreports.
• Performs other related duties as required.

Bachelor's degree in environmental, regional, urban or city planning or in a natural resource, environmental or a biological science,

Four years' professional experience in a planning, science or related field. Additional education in one of the areas listed may be substituted for the required experience on a year for year basis.

Preferred Qualifications
• Maryland Biological Stream Survey (MBSS) certifications in benthic macroinvertebrate sampling, physical habitat assessment, and taxonomic identification.
• College coursework and/or work experience in stream restoration, watershed science, fluvial geomorphology, hydrology and hydraulics, water quality, and/or stream ecology.
• Experience as a Project Manager/Stream Restoration Specialist managing environmental assessments and engineering plan development, including design, technical review, construction oversight, monitoring, and approval of capital stream restoration, water quality improvements BMPs, and floodplain/wetland creation.
• Experience with negotiation and resolution of complex technical issues.
• Ability to read and comprehend contracts, specifications, and construction plans.
Licenses and Certificates
Possession of a valid non-commercial class C Maryland Driver's License or an equivalent is required at the time of appointment.

Physical and Environmental Conditions
The work of these positions requires some physical activity such as walking, bending, stooping and carrying of moderately heavy objects. Field investigations may involve exposure to inclement weather.
