Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary

A National Environmental Policy Act (NEPA) Specialist/Program Manager position available with Colorado State University’s Center for Environmental Management of Military Lands (CEMML). The NEPA Specialist/Project Manager provides on-site NEPA program management support, surveillance, oversight, and technical expertise for the Air National Guard Readiness Center, Joint Base Andrews, Maryland.

This position will support the Air National Guard (ANG)’s NEPA program in the 54 States and Territories to prepare, coordinate, and update NEPA documents for environmental projects, programs, policies, and management plans; evaluate, present, and discuss technical issues and applications with colleagues and representatives of other government agencies and organizations; and perform other NEPA duties related to Coastal Zone Management (CZM), noise studies, natural resources, wetland, and cultural resources. The NEPA Specialist/Program Manager will provide policy guidance; biological technical expertise; evaluation of natural and cultural resources investigation and survey; review regulatory compliance; support management of relevant databases; and perform editorial tasks, as needed.

Work will be carried out under the direction of NGB/A4FR Program Managers and conform to the standards set forth in Air Force Manual (AFMAN 32-7006), Environmental Conservation, DoD directives, and other federal regulations. The position will provide NEPA Subject Matter Expertise (SME) duties integrating with SAF/IEI, HAF/A4C as needed to support the ANG program.

This is both a technical and customer service-oriented position, responsible for coordinating with ANG NEPA, Air Quality, Cultural Resources, and Civil Engineering programmers and managers, as well as installation personnel at more than 160 ANG installations to ensure NEPA compliance.

This position is full-time (40 hours/week). Overnight travel will be required.
This position has hybrid or full remote potential, but preference will be given to candidates who are able to regularly report to the ANGRC at Joint Base Andrews, Maryland. Relocation expenses are not available.

Required Job Qualifications
• B.S./B.A. degree + 10 years of related experience or M.A./M.S. degree + 5 years experience or PhD + 2 years experience in environmental planning, environmental policy, environmental management, or related field is required.
• Post-graduate work experience demonstrating the knowledge, skills, and abilities working with NEPA requirements and procedures, and experience preparing EAs, EISs, and CATEX documents.
• Extensive knowledge of DoD policies and processes related to NEPA, and military culture in general.
• Experience with NEPA requirements and procedures from initial scoping and project planning to ROD/FONSI and conclusion, with little to no supervision.
• Have a thorough understanding of most standard computer programs, as well as proficiency in database management and SharePoint systems.
• Proven experience with writing and editing, and reviewing NEPA documents
• Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications
• Highly qualified candidates will have a master’s degree in environmental planning, natural or cultural resources management, environmental policy management, or a related field.
• Desired qualifications include experience working in a highly structured organization such as governmental agencies, the military, or corporations with clearly established lines of authority, procedures, and protocols is desirable.
• Demonstrated experience acting with diplomacy and discretion at all organizational levels, working with a wide range of information, organizing details, and meeting deadlines is preferred.
• Working knowledge of Air Force Instructions, directives, guidance and processes related to NEPA is highly desirable.
• Personnel in this category will possess professional certifications in their perspective area of expertise (e.g., wetland identification and delineation, erosion and sediment control inspections, and professional natural resources management).
• Prior experience with VEMO, Air Force eDash, and other DoD database management systems.
• Previous experience at the GS-13 or equivalent.
• Project management and/or process management certification highly desirable

Evaluate NEPA requests from ANG installations to include the Environmental Impact Analysis Process (EIAP), Categorical Exclusions (EAs), and Environmental Impact Statements (EISs). NFE may make recommendations that optimize project compliance with environmental laws and perform format conversions into formats and media type provided by the Government. Coordinate with Natural Resources, Cultural Resources, Air Quality, and other programs to ensure NEPA compliance. Work with diverse specialties within the Civil Engineering realm, to include engineers, designers, planners, and trainers. Review files, project lists, and installation requirements to determine the need for EAs. Review of NEPA requests daily to ensure timely turnaround. Create tables and catalogs for the NGB/A4AM to be submitted monthly to the ANG NEPA. Program Manager for EAs, and EIS specific goals. Prepare, coordinate, and update NEPA documents for environmental projects, programs, policies, and management plans. Prepare Standard Operating Procedures (SOPs) for daily tasks conducted by NEPA staff. Coordinate with Artificial Intelligence (AI) as needed for planning functions in support of the program. Work will be carried out under the direction of NGB/A4VN Program Managers and conform to the standards set forth in Air Force Manual (AFMAN 32-7006), Environmental Conservation, DoD directives, and other federal regulations.
Perform NEPA Subject Matter Expertise (SME) duties integrating with SAF/IEI, HAF/A4C as needed to support the ANG program. EIS and EA level project management support for priority actions. Perform duties such as policy or guidance updates. AF Form 813 development and support. Utilize geographic information system (GIS) such as GeoBase or the other system to obtain maps and/or Geographical Positioning System (GPS) coordinates. Shall be familiar and/or have an understanding of Coastal Zone Management (CZM), noise studies, natural resources, wetland, and cultural resources and perform NEPA related duties as directed by Program Manager. Prepare articles for the ANG Environmental period meetings, newsletters or other communication methods. Participate as needed on functions to support the program managers within the NEPA, Airspace or other activities. Coordinate with Artificial Intelligence (AI) as needed for planning functions in support of the program.

Participate in outreach programming related to the NEPA. These activities may include but are not limited to guiding field trips, speaking to military personnel, school groups and community organizations, and developing outreach materials. Participate in intra-agency conferences. Present and discuss technical issues and applications with colleagues and representatives of other agencies and organizations, as directed and approved by the NGB/A4AM. Provide policy or guidance updates. Participate in data gathering, site visits, or other forums to aid proponents in developing actions and alternatives in accordance with 32 CFR Part 989.

Participate in Virtual Environmental Management Office (VEMO) tasks. VEMO is an online Environmental Management System. Ensure documents and policies online are relevant and current. Ensure all website links are accurate and relevant. Work with VEMO contractors and subcontractors when necessary.
