Primary Role
The role is responsible for managing, centralizing, monitoring, and standardizing workflow and processes associated with private development, fire services, economic development, system interconnects, and new services for Indiana. This role will lead a cross-functional program management team of internal technical review and external service provider staff to coordinate the infrastructure planning, project plan review, contracting, and inspection services associated with development and growth services team.
Key Accountabilities
• Lead and manage all workflow associated with developer, fire services, economic development, new service, and related programs of varying scope including coordination with internal engineering planning, operations, rates and regulatory, and legal, as well as external consultants, contractors, and developers from customer inquiry to closeout of projects.
• Supervise a team of internal technical review staff and external consultant extension of staff and inspectors to execute the company objectives of the developer and growth services program.
• Guide and serve as advisor to direct staff and other personnel requiring technical direction and adherence to Company processes and procedures.
• Lead and implement performance measures to improve program quality and enhance organizational performance.
• Monitors team performance and adherence to the Company's business plan and key performance indicators of the Indiana development and growth services team.
• Collaborate with internal stakeholders (engineering, rates and regulatory, operations, and legal) to prepare and present business plans and capital requests associated with new business to executive leadership.
• Plan and monitor budgets and schedules for projects and programs, and overseas the maintenance of developer's technical and engineering standards.
• Assist in developing, implementing and monitoring conformance with comprehensive and strategic investment plans.
• Ensure compliance with established Company and regulatory criteria, specifications and standards.
• Interact with government agencies, manage and supervise programs to obtain permits, certifications and approvals for assigned projects and programs.
• Develops a team staffed with able and motivated employees and provides for or trains suitable replacements.
• Ensures that policies, procedures, programs, standards of performance and approved objectives are adhered to and/or achieved.
Knowledge/Skills
• Sound knowledge of Engineering theory related to planning, design and operations concepts for water resource management facilities; Engineering and utility economics and knowledge of contract administration and construction technology related to water and wastewater facilities
• Good working knowledge of regulatory developments, new technology and current trends in water quality and water treatment and other related water resource management disciplines.
• Knowledge of applicable state and federal regulations. Knowledge of Company operations and procedures.
• Knowledge of employee relations, applicable safety and environmental regulations, federal and state water quality and design regulations and technical standards.
• Strong skills associated with implementing tools and process improvement methodology to track and improve process and organizational performance.
• Demonstrated skills and ability to lead, supervise, motivate, develop and direct skilled teams in meeting Company goals and objectives.
• Strong verbal and written communication skills e.g., listening, presentation, report writing, etc.
• Interpersonal skills e.g., tact, diplomacy, persuasion, cooperation, ability to influence and motivate functional and cross-functional peers and decisions, etc.
• Strong quantitative and analytical skills.
• Internal consulting skills e.g., technical, analytical, problem solving, etc
• Computer literacy.
• Competent in the use of word processing, spreadsheet, flow-charting, project scheduling.
• Financial analysis skill including budget management and basic accounting knowledge.
Experience/Education
• Bachelor's degree in engineering, engineering technology, construction technology, or business management.
• Equivalent role-related work experience in lieu of a preferred degree may be considered.
• Minimum of ten (10) years' experience in program management of engineering, operations, or new business functions of an organization.
• Experience with water or wastewater utility is preferred.
Work Environment
Primarily office with occasional local / overnight work in the field.
Travel Requirements
Periodic travel with overnight stays required. Around 10% of time is anticipated away from the office.
