The State of Massachusetts seeks a Manager of Decarbonization Analysis to support climate goals by conducting analyses on greenhouse gas emissions reduction policies. About the position
The Executive Office of Energy and Environmental Affairs (EOEEA) is seeking a Manager of Decarbonization Analysis to support the Commonwealth's ambitious climate goals. This position will report to the Director of Climate Analysis and will play a crucial role in conducting, developing, and synthesizing analyses that inform policy decisions related to greenhouse gas emissions reduction. The successful candidate will assist in analyzing policies aimed at achieving the Commonwealth's commitment to cut greenhouse gas emissions in half by 2030 compared to 1990 levels and to reach net zero emissions by 2050. This role will also involve deploying clean, affordable, equitable, and resilient decarbonization solutions across various sectors. The Manager will be a key resource for the modeling that underpins the Clean Energy and Climate Plan (CECP) and will work closely with EEA's policy leads in areas such as buildings, transportation, power, and natural working lands. Regular collaboration with staff across agencies and other Secretariats will be essential to ensure analytical consistency in advancing the Commonwealth's decarbonization objectives. The Manager will develop fluency with the analytics behind the CECPs, ensuring methodological consistency and awareness among policy and program staff. In addition to analytical work, the Manager will be responsible for identifying, sourcing, organizing, and synthesizing data to evaluate progress and assess outcomes related to the state's emission-reduction requirements. This includes developing tools, charts, graphics, presentations, and written reports for both internal engagement and external publication. The Manager will also maintain the Clean Energy and Climate Metrics webpage and assist in fulfilling data requests from internal and external stakeholders, including the general public. The ideal candidate will possess strong skills in energy modeling, independent analysis, project management, and the ability to translate complex analytics for diverse audiences. Regular engagement with both internal and external stakeholders is expected, making strong communication skills essential. Proficiency in data analysis tools such as Excel, Python, R, or Tableau is highly desirable, along with a demonstrated ability to learn new software as needed.

• Identify, source, organize, and synthesize data to evaluate progress in emission-reduction efforts.

• Develop tools, charts, graphics, presentations, and written reports for internal and external use.

• Assist in fulfilling data requests from stakeholders and the public.
Requirements
• Five (5) years of full-time or equivalent part-time professional experience in business administration, public administration, or a related field.

• Experience in data analysis and management, including proficiency in Excel, Python, R, or Tableau.

• Strong project management skills and the ability to work independently.
,
• Excellent communication skills for translating analytics for various audiences.
