Job Description
The Management Analyst I position at Baltimore County's Department of Environmental Protection and Sustainability involves supporting the Capital Waterway Improvement Program and budget coordination. Pay Schedule VI, Grade 26, Regular Schedule: 35 hours per week

Under general supervision, the Management Analyst I position at the Department of Environmental Protection and Sustainability is a member of the Finance and Administration Section, specifically for the purpose of providing support to the complex implementation of the annual Capital Waterway Improvement Program and budget coordination across four groups in DEPS. The position will provide advanced administrative, fiscal, and analytical duties.
• Research and gathering of budgetary data, assist with budget formulation and execution, analyze expenses and source of funding usage, tracking and monitoring of Capital work and spending plans. Prepares comprehensive and analytical reports.
• Assist in the development, approval, and tracking of contracts (e.g. supplier and professional services), grants and agreements, BC Share, CARF and Signatures.
• Conducts purchasing functions such as requisitions, purchase orders, supplies and equipment. Facilitates Agency procurement of goods and services including coordination with staff to obtain essential purchasing details and required quotes, entering requisitions into the County Workday financial system, monitoring the progress of requisitions, troubleshooting procurement issues, etc. Communicate with the Purchasing Department (Buyers).
• Provides advice and guidance for fiscal capital project management.

Graduation from an accredited college or university with a bachelor's degree, preferably in business administration, public administration, economics, or a related field.
(Experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills and Abilities (Entry Level)
Knowledge of the principles and practices of public and business administration.
Knowledge of current office practices, procedures, and systems.
Knowledge of English grammar and usage.
Knowledge of the principles and practices of budgeting and statistical data analysis.
Skill in the use of personal computers and office software products such as Microsoft Office Products (Excel, Word, PowerPoint, Outlook, etc.).
Ability to communicate effectively in written and oral forms.
Ability to establish and maintain effective working relationships with others.
Ability to understand and apply Baltimore County and departmental rules, regulations, policies and procedures.
Ability to research, analyze, and report on a variety of management issues.
Ability to formulate, execute, and control budgets.
Ability to perform statistical analysis of data.
Ability to administer grants and contracts.
Knowledge, Skills and Abilities (Full Performance)
