Job Description
The State of Iowa is hiring a Management Analyst 3 for the Iowa Department of Inspections, Appeals & Licensing, located in Des Moines. This permanent position requires strong communication and project management skills, focusing on evaluating processes, improving operations, and providing staff training. Candidates should be self-motivated leaders with attention to detail and a commitment to high-quality service. The role is essential for ensuring compliance and enhancing the agency's effectiveness.
This position is for permanent Iowa Department of Inspections, Appeals & Licensing employees only. Those in any other status are not eligible to apply.
The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as a Management Analyst 3 at our central office near Valley Junction in Des Moines, Iowa.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.
The Professional Licensing Division is responsible for ensuring that the licensed professions it regulates are operating ethically and in compliance with State regulations for the safety of all Iowans. Specifically, the Division oversees License Application & Renewal, Compliance/Investigations, Board Operations, and Monitoring, which oversees the Iowa Professional Health Programs
This position will be located at 6200 Park Avenue in Des Moines.

What You’ll Do
You will be an integral member of our administrative team, providing direct support to the agency’s operations through the following:
• Evaluate division-wide processes, policies and procedures, in collaboration with our teams.
• Gather facts, define and explore problems and possible solutions, and offer recommendations to management.
• Analyze data, map processes, and help to facilitate quality improvement efforts.
• Recommend new or improved procedures for standardizing, modernizing and simplifying processes that help to improve outcomes and collaboration between staff.
• Provide staff training on processes and procedures, and ensure staff can demonstrate compliance.
• Help to set division / bureau / unit goals and track progress.
• Manage projects to improve the licensing division’s operations.
• Assist supervisor in key functional areas of the division by instructing employees, answering questions, providing training, checking work and monitoring wait times or backlogs in licensure, complaints and investigations, or any additional needed follow-up.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
• All of the following (a and b):
• Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
• A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
• All of the following (a, b, and c):
• One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
• A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
• A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
• Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
