Job Description
The Iowa Department of Transportation is seeking a people-focused Deputy Director (Public Service Manager 2) to provide leadership and service towards accomplishing our Mission of Making Lives Beter Through Transportation.
As the Deputy Director (PSM2) for the Location and Environment Bureau (LEB), you will support the Bureau Director and serve on the bureau’s leadership team. As a people manager this position will be responsible for aligning efforts of commitment, transparency, accountability, and ethical behavior of several teams within the bureau.
You will have the opportunity to work with a professional leadership team focused on providing outstanding solutions to transportation challenges in service to the public. Leading dedicated individuals to ensure that they are highly trained, adaptive, efficient and timely in the delivery of excellent transportation services that support our agency goals and are guided by our CORE Values of Safety First, People Matter, Customer Focused, Servant Leadership, and Integrity Without Exception.
Additional responsibilities, but not inclusive:
• Manages key programs within LEB to support project delivery.
• Coordinating with department leadership to identify planning study needs and oversees the preparation of said studies.
• Serving as the Iowa DOT’s Interchange Access Advisory Team lead.
• Overseeing the selection and review of LEB’s on-call consultant contracts.
• Serving as a co-coordinator of Iowa DOT’s value engineering studies.
Our Exceptional Applicant will be a well-rounded, senior manager or executive with the highest professional ethics, strong leadership, passion for solving complex programmatic issues, and proven commitment.
• Extensive knowledge and experience with planning studies and preliminary design.
• Familiar with CAD and GIS software.
• Ability to prioritize tasks and make timely critical decisions.
• Strong communication skills to effectively convey information, ideas, and policies.
• Experience with change management, to include encouraging and supporting innovation.
Location: Ames, Iowa
Shift Requirements: Days, M-F; Hybrid teleworking and flexible schedules available.
Travel: This position may require some overnight travel
Special Requirements:
Possess and maintain a minimum of a Class C driver’s license.

Selectives
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
