Lead Landscape Planning Coordinator (Conservation Biologist)

Description of Work

The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters and other outdoor enthusiasts to enjoy wildlife-associated recreation. The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The NCWRC employs 700 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, customer service, information technology, and administrative professionals.

The NC Wildlife Resources Commission’s Division of Habitat Conservation provides technical guidance to public and private agencies, commissions, universities, businesses and individuals requesting assistance for protecting, enhancing, evaluating and managing wildlife resources and their habitats. The Habitat Conservation Division often works in a clearinghouse role, coordinating agency comments, sending official comments on almost all agency topics from endangered species listing proposals to navigable waterway designation, public access and wildlife corridors, as well as responding to stakeholder inquiries with technical and scientific information, and a resource for fact gathering to support planning and data collection needs.

The North Carolina Wildlife Resources Commission is seeking applicants for a Lead Landscape Planning Coordinator (Conservation Biologist II) for our Habitat Conservation Division.

This Lead Landscape Planning Coordinator Will
• Serve in a lead role for project management and coordination for landscape-scale projects, including supervision of a two-person field crew to conduct habitat site assessments.
• Coordinate involvement for the agency in coordination and oversite of project implementation for agency watershed and terrestrial habitat-scale projects, such as dam removals and SGCN (Species of Greatest Conservation Need) habitat restoration.
• Develop and implement tools to prioritize wildlife habitat restoration projects in alignment with agency goals for statewide and regional efforts, such as the NC barrier tool, game land passage priorities, and wildlife connectors, and coordinate Division research needs internally and externally plus serve as the Division representative on the agency research committee.
• Support interagency coordination in a variety of other ways including initiating opportunities to implement habitat restoration opportunities and projects through new funding and partnerships.
• Serve as the secondary agency representative in hydropower licensing and in providing oversight of license implementation. This involves coordinating with other state and federal agencies, negotiating with power companies and representing the agency in formal relicensing meetings.
• Serve as a resource for Nuisance Species coordination by advising agency staff and external partners on ecological and economic risks, as well as developing internal resources and best management practices, early detection networks, and rapid response protocols.

A normal Monday-Friday 8:00 am – 5:00 pm schedule is associated with this position. This position has statewide responsibilities. This position also requires routine travel dependent upon project needs and scheduled by the incumbent. This position may be based in any WRC office or depot across the state.

Knowledge, Skills And Abilities / Competencies

• Knowledge of principles and practices of fisheries or wildlife science, management, or conservation biology;
• Experience in conservation planning or management planning (such as watershed or landscape scale planning);
• Skills to facilitate work activities of a team, including prioritization of management and research activities; and
• Experience designing and conducting biological research;

Management Preferences
• Experience preparing and reviewing scientific reports, grant applications, and/or contracts.

Special Qualifications/Requirements
• Possession of a valid North Carolina driver’s license is required within 60 days of hire. Candidate must present proof of a valid NC Driver’s License and proof of an acceptable driving record.

Minimum Education And Experience Requirements

Bachelor’s degree in wildlife or fisheries management, fisheries science, zoology, or a biological science, from an appropriately accredited institution and three years of related experience;
