Description
The Finance and Administration Cabinet is seeking a knowledgeable and driven Landscape/Greenhouse Consultant to lead, implement, and oversee landscape grounds maintenance contracts for state-owned properties. This role integrates contract management, landscape design, and on-site supervision to ensure exceptional maintenance and visually appealing environments across a range of government properties, including numerous historic and high-profile sites. The successful candidate will work closely with grounds crews, contractors, and internal stakeholders to manage landscape projects, develop planting plans, and monitor maintenance activities.
Key Responsibilities
• Contract management
• Implement and manage grounds maintenance contracts for facilities under the Finance Cabinet.
• Write and review technical specifications and performance standards for landscape maintenance contracts.
• Team supervision and maintenance oversight
• Collaborate with the Landscape/Gardener Supervisor.
• Provide instructions and guidance for perennial bed maintenance.
• Supervise landscape staff in planting, weeding, transplanting, and general maintenance tasks.
• Procurement and recordkeeping
• Recommend and procure appropriate plant species for various sites.
• Maintain accurate records of plant purchases, material use, labor hours, and project evaluations.
• Design and planning
• Review existing and proposed landscape plans for finance-owned state properties.
• Produce landscape designs using CAD applications and manual drafting.
• Satellite site oversight
• Monitor and track grounds maintenance needs at remote sites, including Madisonville, London, Jackson, L&N, and Spindletop.
• Coordinate with local staff and vendors to ensure consistent maintenance and landscaping standards.
Qualifications
• Knowledge of plant care, horticulture best practices, and sustainable landscaping techniques.
• Excellent communication and organizational skills.
• Flexibility to work weekends, holidays, and extended hours during special events.
• Experience working with public agencies or large-scale facility grounds.
• Familiarity with state procurement and facilities management procedures.
Preferred Knowledge/Skills/Abilities:
• Experience in native sustainable horticulture practices.
• Background in horticulture, botany, landscape architecture, or related fields.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Must have four years experience as head grower in greenhouse production operations OR four years experience in floral/garden center business as an arranger/designer OR four years experience in landscape/garden center design or in a Landscape Architect firm or grounds management firm.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Experience in floral design, grower, greenhouse production, landscape design or landscape architecture will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess a valid driver's license prior to employment in this job classification. Must obtain the Department of Agriculture chemical applicator's certification for Ornamental and Turf (Category #3) within 6 months of employment. maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.
Working Conditions
Exposure to all weather conditions such as heat, cold, rain, humidity, sun, etc. Will be exposed to substances commonly associated with landscaping (pesticides, fertilizers, etc.). Works with sharp tools.
