The Idaho Department of Lands (IDL) is seeking a full time Lands Program Manager – Safety and Emergency Planning. We are advertising to fill this position statewide, but either the CDA Staff Office in Coeur d’Alene, ID or the Boise Staff Office in Boise, ID is preferred.

Summary
IDL is committed to providing a safe working environment for our employees. The Safety Officer is responsible for the IDL Safety Program. This role facilitates the Safety Committee meetings, support the Safety Coordinators, and implement and reviews safety policies, including the IDL Continuity of Operations Plan and Critical Response Policy & Procedures. This position ensures awareness and provides training for emergency response guidance and policy and investigates workplace injuries and emergencies.
Responsibilities:
• · Identify health, safety, and security related issues and concerns
• · Recommend mitigation solutions to safety hazards
• · Implement, review, and update safety policies
• · Facilitate the Safety Committee
• · Support and manage the Safety Coordinator team
• · Conduct After Action Reviews as needed or required
• · Coordinate CISM Response when needed
• · Support office initiatives to ensure office safety and security
• · Identify and conduct safety related training via Micro Learning or in person
• · Track non-fire program trainings and drills
• · Produce annual accident reports
• · Coordinate with the Idaho Office of Emergency Management for emergency planning
• · Responsible for Continuity of Operations Plan, Emergency Operations Plan
• · Investigate workplace injuries
• · Communicate safety related messages, concerns, and trends
• · Manage the Safety Program intranet site
Minimum Qualifications
Experience:
• Analyzing land management program issues, making recommendations and writing reports
• Developing programs including establishing goals and strategic direction, budgeting and evaluating results
• Working with various groups, individuals and interests to develop understanding, acceptance and support for a program

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also aid landowners in managing their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
