Thurston County is hiring an Investment and Banking Officer in Olympia, WA, with a salary range of $7,907.00 - $10,542.00 monthly. The role involves managing investment activities, cash management, and banking operations for the Treasurer's Office. Candidates should have relevant experience and be prepared for a fast-paced office environment. The position allows for remote work one or two days per week, with flexible hours.

The Thurston County Treasurer’s Office is seeking an experienced, motivated, and dependable candidate for the position of Investment and Banking Officer to join our team. This is an exciting opportunity for those with the professional experience seeking a management level position in the Treasurer’s Office, working in a great office environment, and receiving an excellent benefits package.
Essential functions may include, but are not limited to, the following:
• Plans, directs, and oversees investment activity and cash management for the Treasurer's investment operations.
• Prepares financial, and/or credit analyses of all public fund money market and fixed income instruments.
• Thoroughly evaluates specific money market conditions through direct contact with numerous brokers/dealers and financial institutions.
• Daily ensures proper liquidity to meet all County and district cash demands and develops and documents cash flow requirements.
• Each day interprets, applies, and complies with Washington Statute and County investment policy and procedures on the investment of public funds.
• Writes, negotiates, and implements contracts for services for main banking contract, safekeeping contract and armored car contract.
• Oversees all banking activities to include supply ordering, wire/ACH requests, customer deposit process, NSF handling, opening/closing accounts, troubleshooting bank issues and monitoring bank analysis (fee).
• Serves as the systems administrator for on-line banking software including security assignment for all users.
• Researches, approves, and implements banking services with customers. Provides training and technical support for banking related software. Reviews monthly banking services in detail. Oversees the process for all bank deposits.
• Represents the Treasurer's Office to other County departments, elected officials and outside agencies including but not limited to the State Auditor's Office, banks, brokers/dealers, bond rating agencies, professional organizations, and community groups.
WORKING CONDITIONS:
• Work Environment – Work is generally performed in an office environment. The position involves a fast pace, competing time demands, and interaction with the general public, contractors, various agencies, and staff.
• Schedule - Monday to Friday, 7:00 a.m. – 4:00 p.m. Work hours are somewhat flexible and working remotely one or two days per week is available. Workload demands may occasionally require work outside of normal work hours.
• Travel Requirements - May be required to deliver items and travel to meetings and a variety of community locations. On occasion, may be required to attend meetings in the early mornings or evenings.Customer Interactions - Daily interactions via phone, in-person, and Teams with Thurston County staff and the public.

QUALIFICATIONS:
• Bachelor of Arts in finance, business administration or other closely related field. Graduate level course work in accounting or systems and/or possession of a certificate as a Certified Public Accountant in the State of Washington is preferred.
• Six years of progressively responsible experience in governmental finance, preferably in investment portfolio management, accounting or auditing, with at least two years of management experience. Must have a working knowledge of the Federal Reserve and banking system; advance principles and practices of governmental accounting and budgeting, auditing and finance; investment and financial terminology; receipt and disbursement practices of institutional investors; and principles, practices and methods of making short-term and long-term investment decisions.
• Must have the ability to utilize a computer and computerized accounting systems related to financial reporting internal control.Ability to analyze and interpret information for the prudent investment of public funds; communicate effectively both orally and in writing; interpret complex financial data and develop analytical reports; prioritize work, organize tasks, set and meet deadlines, as well as manage numerous projects simultaneously.
DESIRED SKILLS:
• Knowledge of banking services, ACH wire rules and processes, and merchant services.
• Certifications in CGIP, CPFO, or CPA are highly encouraged.Relevant work experience may be substituted for education requirements.
