Description

The Independent Environmental Monitor (IEM) will be responsible for ensuring compliance with all environmental regulations and permits associated with the FSK Bridge Rebuild. This role requires a neutral, third-party professional to oversee environmental monitoring, report findings, and provide recommendations to mitigate potential environmental risks. The IEM will work closely with regulatory agencies, contractors, and stakeholders to ensure that all environmental safeguards are followed.

Key Responsibilities:
• Conduct on-site environmental monitoring to ensure compliance with federal, state, and local environmental regulations (e.g., Clean Water Act, Endangered Species Act, Maryland Department of the Environment regulations).
• Monitor construction activities for compliance with permit conditions, environmental impact assessments, and best management practices (BMPs) for erosion and sediment control, stormwater management, and wildlife protection.
• Identify and report any environmental compliance issues, deviations, or potential violations, and recommend corrective actions.
• Maintain clear and transparent communication with regulatory agencies, project stakeholders, and community representatives regarding environmental concerns.
• Prepare and submit detailed environmental monitoring reports with observations, findings, and recommendations.
• Oversee implementation of mitigation measures to protect local ecosystems, water quality, and air quality during construction.
• Ensure proper handling, storage, and disposal of hazardous materials in compliance with environmental standards.
• Conduct wildlife and habitat monitoring to minimize project impacts on protected species and sensitive areas.

Qualifications & Requirements:
• Bachelor's or Master's degree in Environmental Science, Ecology, Environmental Engineering, or a related field.
• Minimum 3-5 years of experience in environmental monitoring, compliance, or impact assessment, preferably in infrastructure or construction projects.
• In-depth knowledge of environmental regulations, permitting processes, and best management practices for large-scale infrastructure projects.
• Familiarity with water quality monitoring, air quality assessments, and erosion control measures.
• Strong report writing and documentation skills to produce clear, comprehensive compliance reports.
• Ability to work independently and impartially, serving as a neutral third-party observer.
• Certification in Erosion and Sediment Control (ESC), Wetland Delineation, or Environmental Compliance Monitoring is a plus.
• Experience working with federal and state regulatory agencies (e.g., EPA, USACE, Maryland Department of the Environment).
• Ability to work outdoors in various weather conditions and travel to the project site as needed.
