About the position

The HSE Specialist at ASRC Construction plays a crucial role in ensuring the health, safety, and environmental compliance of the company's operations. Reporting directly to the HSE Director, this position is responsible for planning, establishing, implementing, and maintaining a variety of health, safety, and environmental programs aimed at providing the highest possible degree of safety for employees. The role requires routine travel to remote sites throughout Alaska, utilizing both small and large commercial aircraft, to monitor and assess job sites for compliance with health and safety regulations. In the health domain, the HSE Specialist acts as the company representative for workplace concerns related to mental and physical health. This includes performing job site exposure monitoring using various industrial hygiene equipment and assisting in the development and implementation of health-related initiatives. The safety responsibilities involve ensuring compliance with federal, state, and local laws, providing guidance to job sites, assisting with OSHA and MSHA recordkeeping, and performing hazard analyses to develop and implement controls for identified hazards. The specialist will also measure and evaluate the effectiveness of hazard control systems and recommend changes to improve workplace safety. On the environmental side, the HSE Specialist ensures adherence to all relevant laws and regulations, assists in managing environmental regulatory agency recordkeeping, and develops plans for stormwater pollution and spill prevention. The role also includes assisting in spill response and reporting procedures, as well as developing hazardous material and waste handling procedures. The HSE Specialist will travel to job sites to recognize environmental hazards and develop mitigation strategies, ensuring that all operations align with environmental standards. Overall, this position is integral to maintaining a safe and compliant work environment, requiring strong analytical skills, knowledge of health and safety regulations, and the ability to work collaboratively with various teams across the organization.

Responsibilities
• Act as company representative to workplace concerns of mental and physical health and well-being.

• Perform jobsite exposure monitoring using various types of industrial hygiene equipment.

• Assist in the development and implementation of health-related company initiatives.

• Ensure that federal, state, and local laws, regulations, and codes are observed.

• Provide guidance to assist jobsites in achieving safety-related compliance.

• Assist in OSHA and MSHA recordkeeping and reporting requirements and provide applicable training to stakeholders.
,
• Perform hazard analysis at the field level, develop and implement controls for identified hazards.
,
• Measure and evaluate the effectiveness of hazard control systems, policies, and procedures.
,
• Recommend changes that reflect improved opportunities to eliminate workplace incidents.
,
• Frequently travel to jobsites throughout Alaska to identify and evaluate hazardous conditions and practices.
,
• Conduct and coordinate on-site assessments to help achieve health, safety, and environmental excellence.
,
• Respond to and coordinate, investigate, and report all health, safety, and environmental incidents.
,
• Assist project teams with incident analysis and development of corrective actions.
,
• Perform injury/illness case management to evaluate incident reports for accuracy and completeness.
,
• Monitor and assist in implementation of ongoing updates in regulations, laws, and reporting requirements.
,
• Assist the HSE department with gap analysis and help with development and implementation of new initiatives.
,
• Ensure compliance with environmental laws and regulations.
,
• Assist in the management of EPA, ADEC, and other environmental regulatory agency recordkeeping and reporting requirements.
,
• Develop and implement stormwater pollution and spill prevention plans as required.
,
• Assist in spill response and reporting procedures.
,
• Develop and implement hazardous material and waste handling procedures.

Requirements
• Associate of Applied Science degree in Occupational Health and Safety or a related field.
,
• Bachelor's degree in occupational safety, industrial hygiene, or a safety-related field preferred.
,
• Five (5) years of industrial or commercial construction health & safety experience.
,
• Current OSHA Outreach Trainer (500 and/or 501) or ability to obtain within one (1) year of hire.
,
• Current American Red Cross CPR/AED/First Aid Trainer certification or ability to obtain within six (6) months of hire.
,
• CHST and/or OHST certification or ability to obtain within one (1) year of hire.
,
• USACE EM-385-1-1 Certification.
,
• Hazardous Waste Operations & Emergency Response 40-hour instructor or ability to obtain within six (6) months of hire.
,
• Current 49 CFR and IATA Hazardous Materials Transportation certification or ability to obtain within six (6) months of hire.
,
• Current RCRA certification or ability to obtain within six (6) months of hire.
,
• Ability to meet the requirements of routine travel, including remote Alaskan locations.

Nice-to-haves
• Strong knowledge and understanding of federal, state, and local health, safety, and environmental laws, regulations, and codes.

• Demonstrated experience and expertise with governmental reporting such as OSHA, MSHA, EPA, DEC, etc.
,
• Knowledge and expertise with HSE auditing and site assessments.
,
• Strong knowledge, understanding, and sensitivity to the Inupiat culture.
