Background
The Ministry of Environment (MINAMB) in the capacity of National Designated Authority (NDA) has received grant funding from Green Climate Fund (GCF) to undertake an 18-month Readiness project with the Global Green Growth Institute (GGGI) as delivery partner. The project aims to improve Angola's ability to access climate finance to meet its Nationally Determined Contributions (NDC) targets. The project will concentrate on two priority mitigation sectors: sustainable transport, with a particular emphasis on e-mobility, Agriculture, Forestry, and Other Land Use (AFOLU), with a particular emphasis on landscapes, forestry, and climate-resilient agriculture.
To accomplish this, the project will provide assistance in the creation of strategic frameworks and comprehensive assessments that will help to identify and resolve the gaps and challenges in Angola's climate finance landscape. The project's objective is to assist in the enhancement of systems within the NDA, which includes the development of institutional, technical, and human capacity. This will improve the NDA's capacity to access climate finance and more effectively fulfill its roles and responsibilities.
Furthermore, the project will establish a climate finance strategy that is informed by gap assessments and prioritization roadmaps. A comprehensive sectoral assessment will be included in the development of a national strategy for sustainable transport that emphasizes e-mobility. This Readiness grant will concentrate on pipeline development during the final stage, which will involve the preparation and enhancement of at least two concept notes for submission to the GCF.
POSITION SUMMARY
The Officer will oversee the implementation of the project “Enhancing Angola’s Access to Climate Finance on Sustainable Transport and Sustainable Landscape (AFOLU) Sectors” which aims to improve Angola's ability to access climate finance to meet its Nationally Determined Contributions (NDC) targets.
The Officer will work closely with MINAMB, GGGI teams, and private sector partners to ensure efficient execution of the project while aligning activities with Angola’s Nationally Determined Contributions (NDCs). This role requires strong project management and climate finance skills, with an emphasis on facilitating partnerships and ensuring the smooth delivery of project outputs. The position will report directly to the Country Representative for Angola, Uganda, and Zambia and will be supervised locally by the GCF Project Manager/Lead in Angola and the NDA/Ministry representative/focal point.
S/he will be based in Angola upon arrangement with the NDA.
PURPOSE
• Lead the day-to-day implementation of project activities, ensuring alignment with GGGI and GCF requirements.
• Coordinate with technical consultants and sector specialists to support the development of strategic assessments and policy recommendations.
• Assist in the formulation of a climate finance strategy, identifying key gaps and priorities for investment in Angola.
• Support the development of at least two concept notes for submission to the GCF.
ENGAGEMENT
• Maintain regular and constructive contact with other national and international organizations working on climate change projects in Angola.
• Facilitate effective communication and decision-making between GCF, GGGI, NDA and all stakeholders to ensure ongoing stakeholder cohesion and effective process management.
• Represent GGGI externally as delegated by the Regional Director for Africa, including but not limited to donor meetings, project areas etc.
• Liaise with the Community of Practice in Transport and Sustainable Mobility, as well as the Regional Agriculture and Landscape Lead, to gain insight into GGGI's global practices.
DELIVERY
The candidate is expected to deliver the following:
• Develop a mutually agreed-upon workplan for the project period for GGGI-NDA cooperation.
• Conduct a Country Readiness Needs Assessment report and stakeholder validation workshops.
• Prepare an Assessment report on policy, technology and capacity needs for transitioning to low-emission mobility.
