About The Opportunity

DT Global is seeking expressions of interest from Team Leaders for an anticipated climate change project in Rwanda for 24 months.

The program will support the Rwanda Environment Management Authority (REMA) in the p reparatio n of an urban climate risk assessment, urban climate action plans as well as Feasibility Studies, Environmental and Social Risks and Impacts Screening and Scoping Report and Environmental and Social Management Framework for Urban Climate Resilience Projects of Coastal Towns of Lake Kivu.

About The Role

The assignment will involve conducting a climate risk assessment of the landscapes of the Lake Kivu Basin to better understand the climate vulnerabilities and develop mitigation strategies to minimize the risks. Urban infrastructure projects that improve the climate resilience of the cities will then be developed from pre-feasibility assessment to full feasibility studies and financial appraisal for bankability.

In addition, the successful candidate will perform the following tasks:
• Identification visualization/mapping of climate risks, based on a hazard- exposure-, and vulnerability analysis for each of the two project areas.
• Proposition of suitable infrastructure adaptation measures harmonised into a comprehensive Climate Action Plan per each project area. The plans will include quick wins as well as innovative and/or holistic measures, with potential climate mitigation co-benefits, that can be implemented in the framework of the German Financial Cooperation (FC)
• Development of an Environmental and Social Risk Screening and ESMF
• Scoping Report for the proposed measures;
• Development of an Environmental and Social Management Framework, Stakeholder Engagement Framework and Land, Acquisition Compensation and Resettlement Framework in line with Rwandan national legislation and with the WB’s ESSs.

About You

General qualification
• A master’s degree in Climate Change/Environmental Studies/ Urban Infrastructure or a related field would be beneficial, or commensurate experience.
• Experience as a Team Leader and managing strategic, complex, and high-value donor-funded contracts.
• Minimum 15 years of experience in climate change/ environmental or urban infrastructure or related field.

Specific Experience
• Demonstrated experience in managing climate change/climate change risk assessments for large infrastructure project in developing countries.
• Demonstrated experience in developing climate action plans for climate resilient infrastructure projects.
• Proven experience in conducting Feasibility Studies, Environmental and Social Risks and Impacts Screening, preparing Scoping Report as well as developing Environmental and Social Management Framework for Urban Climate Resilience
• Candidate should be willing to relocate to Kigali, Rwanda for the duration of the project
• Experience working in East Africa. Rwanda experience would be an added advantage.
