Job Description

Larry Walker Associates is seeking a mid- to senior-level Stormwater Project Manager/Engineer in Ventura, CA. Responsibilities include managing stormwater projects, developing client relationships, and leading staff. Candidates should have a Professional Engineer license in California and experience with MS4 Permits, water quality regulations, and stormwater program development. The role requires strong communication skills and the ability to work independently or as part of a team.
Larry Walker Associates seeks candidates for a mid- to senior-level stormwater project manager/engineer who will support the growth of our stormwater and watershed management services. Additionally, the applicant will support the development and maintenance of client relationships, pursue prospective projects, develop proposals, train and mentor staff, and develop and maintain internal standards of practice. The qualified candidate will perform both traditional and specialized services characteristic of LWA. The successful candidate will lead professional staff on projects that may include:
• Watershed planning and implementation to fulfill permit requirements
• Stormwater program development (e.g., minimum control measures)
• Stormwater program assessment and recommendations
• Reasonable assurance analyses
• Local, state, and federal regulatory and policy evaluation
• Long- range strategic planning for stormwater/watershed programs
• Reviewing and authoring technical reports, memoranda, and comment letters
• Stormwater best management practice concept plans and design
• Stormwater resource planning
• Related civil/environmental engineering and environmental science projects

Highly Desirable Skills
• Possess a valid license as a Professional Engineer in the State of California (and/or able to obtain a reciprocal California P.E. license immediately);
• Experience developing and implementing programs to comply with MS4 Permits (e.g., watershed plans);
• Familiarity with minimum control measures required under MS4 Permits;
• SWMM modeling or other hydraulic/water quality modeling;
• Knowledge of water quality control principles and physical, biological, and chemical factors relating to control of water pollution and management of surface water and groundwater resources;
• Understanding of and experience with water quality regulations, policy analysis, and compliance including familiarity with Total Maximum Daily Loads (TMDLs), NPDES permit requirements, and stormwater management;
• Green infrastructure/low impact development BMP design;
• Experience with green streets master planning;
• Familiarity with land development and its regulations.

Minimum Qualifications
• A bachelor’s degree in engineering, environmental science, or related field; a master's degree is preferred but not required.
• At least five (5) years of increasingly responsible work experience in the stormwater field, including at least two (2) years of project management experience.
