The State of North Carolina is hiring an Environmental Program Consultant for the Division of Water Resources, offering a hybrid telework option. This full-time role involves implementing and monitoring processes, providing analytical support, and developing workflows using Laserfiche®. Description of Work

DEQ has an open opportunity for an Environmental Program Consultant.

This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7.This is a full-time position (40 hours per week) with applicable State Benefits.*

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

This position will provide support to the Division of Water Resources, Data Management and Analysis Unit through the Office of Continuous Improvement (OCI). This position will implement, administer, and monitor DWR and program processes, internal DWR operation systems, and provide efficient business and analytical support to DWR. This position evaluates DWI business and program application systems' functionality to identify gaps and calculate

solutions to improve DWR functions. Assist with the design of DWR business and program system solutions by

identifying and evaluating options, resolving issues, serving as a liaison between the DWR business units(s) and

program delivery teams, and developing and delivering training.

Other Key Responsibilities:
• Creating, configuring, and programming workflows, forms, reports and business process tools within DWR's Laserfiche ® system.
• Working collaboratively to identify and create DWR process workflows and maintain.
• Develop, build, and maintain on-line forms specific to DWR permitting processes and DWR workflows for Laserfiche® .
• Route documents into appropriate file folders, ensuring proper staff are notified if the process is suspended or does not complete properly, and working with other internal/external stakeholders as form and data field complexities increase.
• Perform regular updates and trouble-shooting (requires a command of software tools such as Laserfiche ® Designer and Laserfiche ® Administrator.
• Implement revision version controls to ensure security of system and integrity of master documents.
• Assist with implementation of DWR's record retention policy.

Office of Continuous Improvement: The Office of Continuous Improvement (OCI) enhances the performance of the North Carolina Department of Environmental Quality by fostering compliance and efficiency across diverse projects. As a fluid team of multidisciplinary, collaborative problem-solvers OCI leverages business processes, data analysis, compliance, and engineering expertise to drive improvement.

Embedded within DEQ Divisions, OCI is a hub of expertise, developing and strengthening processes and workflows that support DEQ's mandate to deliver federal funding effectively and equitably for infrastructure, energy, and resilience projects. OCI is charged with helping DEQ teams solve challenges, break down cross-organizational silos, provide data strategy, technical support, and policy expertise. OCI's goal is to deliver impactful results while upholding regulatory standards, ultimately contributing to more efficient and effective environmental stewardship for North Carolina.

The Division of Water Resources: The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning. Knowledge, Skills and Abilities / Competencies

To qualify for this position, applicants must document on the application that they possess ALL the following:
• Demonstrated experience analyzing, developing, and/or testing workflows in Laserfiche ® (document management system).
• Demonstrated experience in analyzing engineering, funding, or permitting program data to identify, clarify, and/or select appropriate data, and/or analysis techniques.
• Demonstrated experience developing visual aids (e.g., dashboards) for program metrics and analyses.

Management Preferences:
• Laserfiche Certification(s)
• Project management experience

Minimum Education and Experience Requirements

Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
