About the position
The City of Oceanside is seeking an Environmental Specialist I/II to join its Water Utilities Department, specifically within the Solid Waste and Recycling (Zero Waste) Program. This role focuses on promoting environmental sustainability and compliance with solid waste regulations while engaging with the community and stakeholders. The position is designed for individuals who are passionate about environmental issues and are eager to contribute to the city's long-term Zero Waste objectives.
Responsibilities
• Educate residents and businesses on solid waste and recycling practices and regulations.

• Develop and implement community environmental education and outreach programs.

• Plan and conduct environmentally-focused community events and public workshops.

• Assist in the preparation of memos, staff reports, and documentation for solid waste services.

• Provide public-facing customer service to support solid waste and recycling goals.

• Remain current on developments in solid waste and recycling legislation and regulations.
,
• Conduct research and prepare reports on environmental issues and compliance.

• Administer contracts and apply for grants for environmental projects.
Requirements
• Bachelor's degree in environmental policy, public policy, environmental studies, or a related field.

• Six months of experience in environmental policy, outreach, or a related field for Environmental Specialist I.

• Two years of experience in a related field for Environmental Specialist II.
,
• Knowledge of solid waste and recycling laws and practices.
,
• Ability to communicate effectively both orally and in writing.
Nice-to-haves
• Experience with solid waste, recycling, and sustainability initiatives.

• Familiarity with community planning and project management.

• Possession of relevant certifications such as SWANA or California Resource and Recovery Certification.
