Environmental Specialist II (Flexible/Hybrid)

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

The Environmental Specialist IIÂ position will implement the WNC Recreational Water Quality Monitoring Program, support regulatory compliance for NCG600000 permits and perform other WQROS program functions.Â

Key Responsibilities
• Perform on-site compliance inspections and monitoring of NCG600000 permitted wastewater systems in addition to other assigned inspections.
• Process permitting actions including permit application reviews and permit issuance, certifications, and authorizations.
• Conduct complaint investigations and respond to emergency episodes involving permitted and non-permitted facilities.
• Prepare documentation as needed including Notices of Violation and Civil Penalty Assessments, and other enforcement

documents and actions as warranted.
• Coordinate all aspects of the WNC Recreational Monitoring Program including development of sampling plans, coordinating monitoring coalitions, and identifying new recreational areas to monitor.
• Develop or facilitate development of GIS interface to ensure accurate communication of the WNC Recreational Water Quality Monitoring Program.Â
• Develop or evaluative studies to incorporate use of dPCR technology in the WNC Recreational Water Quality Monitoring Program.Â

The Division of Water Resources

The Division of Water Resources is responsible for protecting North Carolina's drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning.
