The Kent Conservation District is hiring an Environmental Specialist I in Dover, DE, for a one-year contractual position. This is not a State of Delaware merit position. It is a one-year contractual position with the
opportunity to work long term.

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking
applicants for the contractual services position of Environmental Specialist I with the Delaware
Department of Natural Resources and Environmental Control (DNREC), Division of Waste and Hazardous
Substances.

JOB SUMMARY
The selected candidate is responsible for conducting waste audits and assessing compliance with
existing Universal Recycling and Plastic Carry-out Bag Ban laws. The position will provide
recommendations to maximize recycling and improve waste collection efficiency. The position will also
assist in developing marketing and educational materials and provide outreach related to recycling.

ESSENTIAL FUNCTIONS
Essential functions are fundamental, core functions and are not intended
to be an exhaustive list of all job duties.
• Conducting waste audits of state-owned properties, including schools and universities.
• Assessing levels of recycling in relation to total waste stream generated.
• Provide recommendations to maximize recycling.
• Evaluating existing levels of waste service to provide recommendations to improve waste

collection efficiency.
• Provide follow-up assessments to document improvements to recycling rates at the various

locations.
• Assist in developing marketing and educational materials and provide recommendations to

improve recycling regulations.
• Conduct inspections to ensure compliance with existing Universal Recycling and Plastic Carry-out

Bag Ban laws.
• Provide recommendations to senior staff and management based on observations made during

compliance inspections.
• Ensure that program documents are properly coded for electronic filing.

JOB REQUIREMENTS
Applicants must have the following:

1. Bachelor’s degree or higher in Environmental Planning, Biology, Environmental Science, Natural
Science, Architectural History/Historic Preservation, Archaeology/Anthropology, or a related field.

2. Strong understanding of environmental specialty theories, principles, practices, and procedures,
as well as expertise in analyzing and evaluating data.

3. Proficient in ensuring adherence to environmental laws, regulations, standards, policies, and
procedures.

4. At least one year of experience in performing regulatory specialist tasks, including assessing the
impacts of projects or programs.

5. At least one year of experience in analyzing and evaluating data and technical report writing.
6. Minimum of six months’ experience in environmental project management, encompassing the

planning, development, implementation, and evaluation of environmental projects to meet
objectives.

CONDITIONS OF EMPLOYMENT

1. Applicants must be legally authorized to work in the United States. The Kent Conservation District
does not provide sponsorship for holders of H-1B Visas.

2. Direct Deposit of paychecks is required of all new employees.
3. Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or

disqualified from driving.)
