This role involves technical report review and field work. Some travel within the State of Kansas is required.

In coordination with other professional staff within the Air Compliance and Enforcement Section, conducts complex field and office investigations and determinations related to source testing and compliance determinations with specific state and federal air quality control regulations and statutes, and state air permits.Source testing/RATAs require demonstration of compliance with applicable air pollutant emission limitations contained within state/federal regulations. Job duties include conducting on-site source testing observations to ensure testing/RATA protocols are followed, sampling procedures are met, and EPA reference test methods are followed as applicable, under the NSPS, NESHAP, MACT, Part 75 Acid Rain, and RACT regulations. Participates in pre-testing meetings to review test protocols and site-specific issues and concerns, with the source and third-party testing contractors.Reviews mid-level to higher complexity testing/RATA test results submitted to the agency, for accuracy of scientific calculations of test results, and to determine if testing/RATA results has demonstrated compliance.

Job Responsibilities may include but are not limited to the following:

Environmental Monitoring Coordinator: Oversee the development and implementation of routine and special project WRAPS monitoring project plans. This may include the development or review of Quality Assurance Management Plans (QAMPs) to ensure project data will be scientifically defensible as defined by KDHE division, bureau, and program QAMPs. Ensure data completeness and project compliance with QAMP standard operating procedures through field audits and the timely review of quality assurance/quality control (QA/QC) sample data. Compare QC data to defined limits of acceptable data and Implement corrective actions as needed to ensure sample QC.

Environmental Data Coordinator: Ensure that WRAPS project implementation and environmental monitoring data generated by the WRAPS program are obtained, organized, and stored in a manner consistent with data best management practices. Enter WRAPS project water quality data into EPA’s WQX system. In collaboration with internal and external partners develop and/or implement data best management practices and review policies to ensure data quality. Collaborate with WRAPS staff to ensure shared drive data storage naming conventions and organizational schemes are easily navigable, and that data is readily retrievable.

Qualifications
• Education: High School, GED
• Licensing & Certification:Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
• Preferred Qualifications:Four years’ experience in environmental science biology, chemistry, geologyWord, Excel, PowerPoint, AccessProofreading, editing, attention to detailExperience related to industrial pollution control equipment or systemsExperience interpreting environmental laws and regulationsExperience preparing environmental or technical reportsExperience performing environmental inspections or investigationsExperience performing environmental audits or surveysExperience with industrial facilities
• Minimum Qualifications: Four years of environmental science with an emphasis on biology, chemistry, geology or related natural sciencePost-Offer, Pre-employment Requirements:
