This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

The Environmental Specialist I position provides support, regulatory oversight, technical assistance, regulatory guidance, and education to the public and permit tees for various program areas.
Key Responsibilities:
• Perform compliance inspections and provide technical assistance and regulatory guidance for applicants
• Communicate inspection results with permit tees, owners, officials or workers and prepare inspection reports and related correspondence.
• Review and process applications, including assisting with management plan review as necessary.
• Respond to citizen complaints and inspect sites where standards and other rules have possibly been contravened.
• Communicate regulatory guidance, technical assistance, and education to permit tees, applicants, and the general public.
• Issue Notices of Violation and assess civil penalties when necessary, providing additional guidance, support, or documentation to restore compliance with regulations.

Some emergencies may require a response after hours and/or on weekends, on a limited basis.

The Division Of Energy, Mineral & Land Resources

The Division of Energy, Mineral and Land Resources (DEMLR) comprises two Sections:
Land Quality and Geological Survey. For more information: -resources

The Land Quality Section administers four regulatory programs:
Dam Safety, Mining, Sedimentation Pollution Control, and Stormwater. DEMLR manages permits for mines, dams, construction sedimentation, and stormwater activities, and enforces regulations.

The N.C. Geological Survey (NCGS) provides unbiased earth science information, including geologic maps, mineral resources, and educational initiatives, supporting societal needs and resource conservation.

The primary mission of DEQ is to provide science-based environmental stewardship for North Carolinians' health and prosperity. DEQ manages programs to protect air and water quality, public health, and promotes responsible environmental behavior through education.

To qualify, applicants must demonstrate:
• Ability to apply basic environmental concepts, practices, and theories involved in project/site design, development, review, permitting, and operations, including potential environmental and safety impacts.
• Ability to organize and/or direct moderately complex research or field studies.
• Ability to communicate technical information and recommendations effectively in verbal and written formats.

Applicants can qualify through education, experience, or a combination. A bachelor's degree in a relevant field from an accredited institution or an equivalent combination of education and experience is required. Graduating seniors with applicable degrees and an anticipated graduation date will be considered, contingent upon degree completion.
