The City of Hillsboro seeks an Environmental Services Coordinator for its FOG Program, responsible for preventing sanitary sewer overflows by monitoring fats, oils, and grease in the public sewer system. Duties include inspections, public outreach, and data management. This full-time position offers a salary of $90,089 - $118,550 annually and requires effective communication and fieldwork. About this Opportunity
The Public Works Environmental Services Division is seeking a dedicated and knowledgeable Environmental Services Coordinator to assist with our FOG (Fats, Oil, and Grease) Program. As a member of the Environmental Services Section, you will help protect the natural environment within Hillsboro Oregon by helping the City prevent sanitary sewer overflows and reducing the amount of fats, oils, and grease accumulation within the public sanitary sewer system. In addition, you will also have the opportunity to work closely with the Storm and Sanitary Division utility operations crews.
What You Will Be Doing
As the FOG Coordinator, you will perform inspections, monitor, track, and enforce the City FOG program to include identifying all sources discharging into the public sanitary sewer system. The program will focus on general best management practices that can be implemented to reduce FOG from Food service establishments, commercial businesses, and residential properties by monitoring the discharge of Fats, Oils and Grease into the City sanitary sewer system. This position also participates in public outreach and education. The use of technology in the field is critical to the success of the person in this role. You will be assigned a tablet, phone, laptop, portable sampling equipment, and camera to utilize in your field work and for documentation.
Communication is a critical component of this role, both in written and verbal form, as you will be documenting, uploading, and communicating environmental requirements and standards with business owners, residents, contractors, state, county, and City employees. Since this position has a heavy field work component, you should be able to manage your time efficiently and effectively.
Primary Duties & Responsibilities
• Perform site visits and inspections at commercial food service establishments to inspect grease removal devices kitchen best management practices, pump-out activity and maintenance compliance.
• Develop a positive and professional relationship with commercial businesses, residential properties and apartment complexes to provide education, best management practices and guidance.
• Inspect for yellow-grease management, spills, and illicit discharges into the storm system
• Track maintenance activities to remove FOG before it reaches the public sanitary sewer system.
• Review CCTV video files to identify sources of FOG.
• Perform data management to monitor maintenance activity, compliance, and enforcement.
• Coordinate with the City Sanitary Sewer Operations team for sewer maintenance activity and investigations.
• Review reports for new Food Service Establishment locations and Grease Removal Device installations.
• Coordinate with grease pumpers and haulers for Grease Removal Device service appointments, results, and condition information.
• Review GIS, plumbing plans, engineering record drawings, and utility operations work orders.
• Document inspections, cleaning and service history within electronic records management system.
• Refer non-compliance matters to City Code Enforcement as needed.
• Safely open manhole covers without assistance when needed.

Ideal Candidate
• Ability to work independently without direct supervision and accomplish the program goals.
• Industrial pretreatment program management and/or inspection experience.
• Familiar with Oregon Plumbing Specialty Code requirements for pretreatment and grease removal devices.
• Proficient and skilled with database management, GIS, Asset and Maintenance Management software systems.
• Public sanitary sewer inspection, maintenance, and/or construction experience.
• The candidate will have strong writing and verbal communication skills as they will interact with business owners, residential customers, contractors, vendors and operations and maintenance co-workers.
• Program management experience to establish goals and develop methods to accomplish them within each reporting year.
JOB QUALIFICATIONS / REQUIREMENTS:

Education & Experience
Bachelor’s degree in Civil Engineering, Geography, GIS, , Public Administration, Project Management, Science, Chemistry, Environmental Science, Biology, or a closely related field; and four years of related experience including public infrastructure construction, inspection, and GIS, including one year of lead or supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Required Certifications/ Licenses
• Valid Oregon Class C Driver's License and safe driving record.
• Ability to obtain Oregon Wastewater Operator Certification Grade I within 1-year.
• Ability to obtain the Pipeline Assessment Condition Program (PACP) Certification within 1-year.
Preferred Qualifications
• Pipeline Assessment Condition Program (PACP, LACP, MACP) Certified.
• Oregon Wastewater Operator Certification Grade I, II, III, or IV.
• Bilingual skill preferred but not required. This position interacts with many different community members as a front-line field employee. These skills are very valuable in taking in feedback and providing context as to the work being performed in our neighborhoods.
