BRIEF POSTING DESCRIPTION:
The P JB AIR QUALITY & NOISE Department of the P ENVIRONMENTAL Division at Hawaiian Electric Company has 1 Management vacancy available. This position may be filled on Oahu, Maui, or Hawaii Island (Role: Professional) This posting seeks to fill either the Environmental Scientist or Senior Environmental Scientist; whichever level is most suited to the qualifications of the applying candidate.
ENVIRONMENTAL SCIENTIST
JOB FUNCTION:
Provides technical and regulatory expertise in permitting and compliance requirements for designated area of environmental responsibility. Develops and implements environmental compliance training programs for electric utility facilities. Provides environmental technical and regulatory knowledge in support of the planning, permitting, design, construction, and operation of electric utility facilities.
ESSENTIAL FUNCTIONS:
• Designs and implements environmental compliance programs, including environmental review of facilities, to satisfy environmental requirements in cost-effective manner and provides technical support and coordination with regulatory agencies to enable operating departments to comply with environmental regulations and permit conditions in a cost-effective manner.
• Reviews and interprets existing and proposed regulations and permit conditions in consultation with regulatory agency personnel, and provides training to operating personnel. Assists in tracking and interpreting legislation.
• Prepares permit applications and testimony on projects requiring environmental approval.
• Coordinates the gathering, processing, and validation of environmental data and insures timely preparation and submittal of environmental reports to regulatory agencies and customer requests, including selection and management of consultants and contractors.
• Prepares requests for proposal for consultant services, evaluates proposals and makes recommendations. Manages consultants to insure timely delivery of quality work products.
• Contributes to the preparation or review of environmental assessments and impact statements in designated area of environmental responsibility, and coordinates and contributes to environmental stewardship programs, as appropriate opportunities arise.
• Functions as project manager for assigned projects within functional area of environmental responsibility. In support of continuous improvement goals and objectives, participates in projects and studies to improve existing practices, procedures, programs, policies, and training curricula and materials. Serves as a role model for continuous improvement behaviors.
• Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
• Thorough knowledge of local, state, and federal laws, regulations, and procedures in designated area of environmental responsibility as related to environmental management of electric utility facilities.
• Working knowledge in designated area of environmental responsibility of the principles and practices of environmental management, environmental technologies, environmental regulations, project management, and program management associated with electric utility facilities and systems, normally acquired through several years of experience in professional environmental management.
• Bachelor's degree in relevant science, public health or engineering discipline. Graduate degree strongly preferred.
• Intermediate to advanced level of computer and software knowledge including word processing, spreadsheets, presentation, and database software.
• Working knowledge of company contract management and contract administration policies and procedures.
• Working knowledge of continuous improvement principles, procedures, tools, and desired behaviors.
Skills Requirements
• Demonstrated leadership skills including effective written, oral and listening communications skills, and interpersonal skills, in order to work effectively with all levels of the company, with consultants and contractors, governmental agencies, community groups, and customers.
• Ability to remain flexible in a demanding work environment, while adapting to rapidly changing requirements.
• Demonstrated interpersonal skills to handle confrontational, difficult, and/or sensitive issues. Ability to handle such issues with professionalism while using tact, courtesy, and discretion.
• Demonstrated in-depth analytical, investigative, and administrative skills for such tasks as preparing and monitoring project requirements and resolving cost and time constraints, and conflicting priorities.
• Must have or be able to qualify for a State of Hawaii driver's license. Must meet the standards for required driving positions stated in the Hiring Standards for Required Driving Positions policy.
• May be required to qualify for specific certifications in designated area of environmental responsibility, such as hazardous material spill response training or SCUBA certification.
• Demonstrated continuous improvement skills including the ability to identify improvement opportunities, constructively participate in improvement teams, develop and apply standard work, and improve standard work through structured problem solving.
Experience Requirements
• Several (3 to 5) years of experience in technical and regulatory matters within the designated area of environmental responsibility.
SENIOR ENVIRONMENTAL SCIENTIST
JOB FUNCTION:
Under direction of higher-level Environmental Scientists responsible for air quality programs, provides regulatory and technical expertise, develops, implements, and manages environmental programs, and provides project management and program management in support of the environmental compliance and permitting programs of Hawaiian Electric, Maui Electric, and Hawaii Electric Light. Develops, implements, and manages environmental compliance training programs for electric utility facilities. Provides environmental technical and regulatory knowledge, expertise, and guidance in the planning, permitting, design, construction, and operation of electric utility facilities.
ESSENTIAL FUNCTIONS:
• Provides regulatory and technical expertise, develops, implements, and manages air quality programs, and provides project management and program management in support of the environmental compliance and permitting programs of Hawaiian Electric, Maui Electric, and Hawaii Electric Light.
• Provides project leadership to manage and execute assignments. In consultation with Air Quality & Noise Division Principal, develops work plans with scope, schedule, deliverables, and budgets for assigned programs and projects. Procures outside consulting and contracting services as necessary to augment in-house resources to achieve/maintain project and program scope, schedule, deliverables, and budgets. Meets with parties inside and outside of company to maintain/expedite progress on assigned projects and programs. Facilitates resolution of technical conflicts or issues between stakeholders. Provides clear and comprehensive reports to management. Provides leadership to less experienced scientists and specialists within division and in operating areas.
• Develops, implements, and manages air quality-related environmental compliance programs, including the associated training programs, for assigned program areas to enable the operating departments to achieve cost effective compliance for the electric utility facilities at Hawaiian Electric, Maui Electric, and Hawaii Electric Light. Develops solutions to mitigate environmental impacts of electric utility facilities at Hawaiian Electric, Maui Electric, and Hawaii Electric Light.
• Serves as a technical and regulatory expert to Hawaiian Electric, Maui Electric, and Hawaii Electric Light for assigned air quality program areas. Maintains current knowledge of local, state, and federal statutes, regulations, and policies for assigned program areas to determine their impact on present and future company operations. Reviews and interprets existing and proposed air quality regulations and permit conditions. In consultation with regulatory agency personnel, designs and implements compliance programs, and provides training as appropriate to operating personnel. Monitors relevant legal proceedings and court decisions. Incorporates changes in regulatory and legislative requirements as appropriate into policies, programs, and procedures for assigned program areas.
• Coordinates the gathering, processing, and validation of environmental data and insures timely preparation and submittal of environmental reports to satisfy regulatory requirements and customer requests. Prepares air quality permit applications and supporting technical analyses as required for assigned projects. Participates in the company process for the review and comment for environmental assessments and impact statements when relevant to assigned program areas. In support of continuous improvement goals and objectives, leads and participates in projects and studies to improve existing practices, procedures, programs, policies, and training curricula and materials. Provides leadership and serves as a role model for continuous improvement behaviors.

• Thorough knowledge in air quality area of federal, state, and local laws, regulations, and procedures as related to environmental management of electric utility facilities and systems.
• Intermediate to advanced level of computer and software knowledge including word processing, spreadsheet, presentation, and database software.
• Working knowledge of company contract management and contract administration policies and procedures.
• Working knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
• Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.
• Professional Engineer (P.E.) License may be required, based on program managed and/or regulatory requirements.
• Working knowledge of continuous improvement principles, procedures, tools, and desired behaviors.
Skills Requirements

• Multiple years (5 to 7) of experience in technical and regulatory matters within the air quality and related power plant engineering area of environmental responsibility.
