Job Description

The State of Delaware - DNREC is seeking an Environmental Scientist IV to provide expert guidance on Innovative/Alternative systems. Responsibilities include evaluating construction procedures, reviewing system applications for compliance, conducting field studies, and responding to regulatory inquiries. Candidates should have a Master's degree or relevant Bachelor's degree with certification, along with three years of experience in environmental project management and data analysis.
Introduction

The Department reviews and approves specific alternative technologies that may be applied for use in place of conventional systems. The Department tracks the use and results of the use of such systems as part of its ongoing effort to determine the best technologies to use to protect the environment and human health in Delaware.

Summary Statement

This position provides expert scientific direction, guidance, and assistance to local, state, regional, federal agencies, and the public. Evaluate construction procedures and inspection reports for Innovative/Alternative (I/A) systems. Review (I/A) system applications to assure the systems are constructed and operated in compliance with the regulations. Review triennial inspection data, and compile report of system status. Review and evaluate I/A system product literature and independent audits to determine if the technology can be utilized in Delaware. Prepare product approval letters, update the database and track system performance. Tracks Operations and Maintenance (O&M) data and comments on system performance as necessary.

Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.



Performs statistical analysis of data.



Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.



Prepares permits, technical reports and/or enforcement case documents.



Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

Job Requirements

JOB REQUIREMENTS for Environmental Scientist IV

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Possession of a Masters degree or higher in an environmentally related scientific discipline OR Bachelors degree or higher in an environmentally related scientific discipline and current professional certification.

Possession of scientific prominence or recognition with publication in a scientific or trade journal.

Three years experience in environmental or natural resources project management which includes planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met.

Three years experience in analyzing and evaluating scientific data.

Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
