DEPARTMENT OR SCHOOL SITE

The Office of Environmental Health and Safety (OEHS) is dedicated to ensuring a safe and healthy environment for students to learn, teachers to teach, and employees to work. This mission is supported through periodic inspections of schools and District facilities, assessment of environmental impacts at or around our schools, and by meeting or exceeding health, safety and environmental requirements and guidance.

BENEFITS

JOB DUTIES/RESPONSIBILITIES

An Environmental Safety Officer implements programs for accident prevention; conducts site safety and compliance audits; makes recommendations for compliance with regulations pertaining to occupational safety, environmental health, environmental compliance, and fire prevention; and works with District employees to implement accident prevention measures and compliance programs.

Typical duties for this position include:
• Implementing, evaluating, and investigating the effectiveness of components of the accident prevention, traffic safety, and environmental health and safety compliance programs.
• Conducting site safety audits of work methods for improper procedures, checking equipment and facilities for hazardous conditions, and recommending corrective actions as required by agencies such as the California Division of Occupational Safety and Health, the South Coast Air Quality Management District (AQMD), Los Angeles County Health Services and Fire Departments, and the Los Angeles City Fire Department.
• Preparing written recommendations for the elimination of unsafe acts or hazardous conditions to comply with applicable laws.
• Explaining the intent and legal implications of health and safety codes and regulations to District administrators and supervisors.
• Investigating compliance with legal mandates pertaining to safety, compliance programs, and fire prevention.
• Reviewing Safety Data Sheets to determine acceptability of materials for use by the District.
• Conducting environmental compliance inspections and audits.
• Preparing Business and Contingency Plans at school sites and other District facilities as required by the Department of Toxic Substances Control, State Water Board, Certified Unified Program Agency and the Department of Tax and Fee Administration.
• Developing training material, and conducts and audits environmental health and safety training for District personnel.
• Responding to environmental health and safety complaints and emergencies at schools and District facilities.
• Liaising and coordinating with regulatory agencies such as the California Division of Occupational Safety and Health, the South Coast Air Quality Management District (AQMD), Los Angeles County Public Health Department and fire, transportation, and law enforcement agencies.
• Preparing written reports, correspondence and other documentation.

MINIMUM REQUIREMENTS

EDUCATION:

Graduation from a recognized college or university with a bachelor’s degree in environmental engineering, industrial hygiene, occupational health and safety, environmental and occupational health, or a closely related field.

EXPERIENCE:

Two years of experience performing environmental health and safety investigations, audits, and analysis.

Experience in developing, implementing, or coordinating programs of accident prevention or environmental compliance, including preparing recommendations for compliance with regulations pertaining to occupational health and safety, traffic safety, fire prevention, air and water compliance or solid and hazardous waste control is preferable.

SPECIAL:

A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle.

• Requires wearing a negative pressure respirator.
• Employment is subject to medical clearance.
• Positions in this classification are subject to pertinent provisions of the General Industry Safety Orders of the California Code of Regulations regarding protective equipment when exposed to hazardous materials including, but not limited to, asbestos or lead.

DESIRABLE QUALIFICATIONS

The ideal candidate for this position will possess:
• Strong professional and technical environmental health and safety experience
• Solid environmental health and safety academic knowledge
• Knowledge of General Industry Safety Orders and other applicable safety, environmental health, and compliance regulations of government agencies
• Strong communications skills to effectively and clearly communicate in oral and written communications the appropriate health and safety information, technical concepts and procedures to both technical and non-technical personnel
• Strong ability to research environmental health and safety information and prepare/deliver safety training information and materials
• Strong ability to conduct research to develop and draft environmental health & safety policies, procedures, alerts, advisories, etc.
• Ability and experience to conduct site safety audits of work methods for improper procedures, check equipment and facilities for hazardous conditions, and recommend corrective actions as required; Plus experience investigating compliance with legal mandates related to safety, compliance programs and fire prevention
• Technical knowledge and ability to identify and evaluate hazardous conditions and unsafe acts and their causes and utilize the proper judgment to take appropriate action to minimize immediate risk
• Personal effectiveness to follow through and complete assignments and meet deadlines; and the self-management ability to prioritize tasks, work assignments and adjust to changing priorities, especially in emergency situations
• Experience building ongoing relationships with staff in the assigned caseload and possess the willingness to go above and beyond to provide service to the client.
• Ability to travel regularly to assigned District regional areas to conduct safety trainings, consultations and respond to health and safety issues and emergencies.

Selection and promotion are based on a competitive employment assessment process.
