Job Description

The South Carolina Office of Resilience is hiring an Environmental Review Coordinator to ensure compliance with environmental regulations for various projects. Responsibilities include reviewing reports, making environmental determinations, monitoring construction projects, and assisting with procurement and reporting. Job Responsibilities

This position is located within the South Carolina Office of Resilience, Mitigation Department. The Environmental Review Coordinator {Program Coordinator II) reports to the Program Manager and works under general supervision and the guidance of programmatic policies and procedures. The Environmental Review Coordinator engages with state and local government agencies to ensure projects are compliant with all applicable local, state, and federal environmental regulations, policies, guidelines, and standards. The job duties of this position include but are not limited to the following:
• Review environmental review reports, related public notices and publications, for compliance with programmatic environmental review requirements; Provide review comments as needed; Track revisions and ensure final reports are received and approved in a timely manner.
• Complete Tiered Site-Specific environmental reviews for the CDBG-MIT Buyout program projects in accordance with federal, state and agency requirements.
• Make environmental review determinations for new projects, and document determinations in accordance with SCOR policies and procedures. Retain documentation in project environmental review records.
• Monitor projects in construction including review of changes in scope and/or design, material testing and inspection results, and monitoring reports for compliance with the approved environmental review report; Ensure all required mitigation activities are being adhered to; Update the environmental review record if necessary to reflect any project changes that require revisions to the environmental report.
• Assist State Funded Rapid Rebuild program with procurement, contract development, and delivery order assignments for environmental review services in accordance with state procurement regulations; Coordinate and review environmental reports for compliance with federal, state and programmatic requirements.
• Compile data and prepare annual reports to submit to SHPO in accordance with the existing programmatic agreement; Prepare programmatic metrics, develop presentations, and provide overviews to agency leadership, political entities, project stakeholders, and the public.
• Perform all other duties as required/assigned

Minimum and Additional Requirements
• A bachelor's degree and relevant program experience.
• Experience in environmental compliance for county, state, and/or federal programs required.

ADDITIONAL REQUIREMENTS:
• Successful applicant must possess the ability to communicate clearly and effectively through written and verbal methods.
• Must maintain a valid South Carolina driver's license.

Preferred Qualifications

A working knowledge of NEPA and NHPA Section 106, and previous experience working with federal, and state regulatory agencies is preferred.
