The employee will be assigned to the Division of Land Restoration in the Office of Environmental Remediation (OER). The primary duty for this position is to be a project manager in the Voluntary Remediation Program (VRP), Uniform Environmental Covenants Act-Leaking Underground Storage Tank Program (UECA-LUST), and Brownfields Assistance Program. The employee will perform complex professional project management work and will utilize best available scientific protocol and methodologies in performing oversight of work in the areas of site assessment, conceptual site models, fate and transport models, human health and ecological risk assessments, future land-use planning, risk characterization, risk management, remedy selection, public participation, remediation activities, and final site closure.
The employee will collect, research, and review data for multiple environmental media, including air, soil, and water. Data will be collected from fieldwork and from report reviews at project sites to determine if the site conditions are being accurately characterized. The employee will be responsible for reviewing project applications, work plans, site assessment reports, data validation reports, risk assessments, remediation plans, and final project completion reports and will make decisions to determine if the documents are technically complete and accurate.
Employee may have state-wide project management responsibilities determined primarily by the applicant's skill mix and by project needs, which may include Brownfields, Superfund, or Federal facility site management. The employee will utilize a project management database to track the status of planned and on-going projects and to provide budget projections and cost recovery documentation. The employee will be responsible for oversight and coordination of site project activities with applicants and environmental consultants conducting the site work and for oversight and coordination of state contractors performing brownfield assessment activities.
The employee will be responsible for determining the need and for coordination of the expert review of applicable project activities by agency and contractor experts, i.e. toxicologists, geologists, analysts, and legal counsel.
The employee will coordinate all activities through negotiation and utilization of a series of legal documents including remediation agreements, land use covenants, deed restrictions, and certificates of completion. The employee must coordinate with all other state and federal agencies to ensure that all legal documents are in full compliance with all relevant air, waste, and water laws and regulations.
Employee can expect frequent issues to arise that require negotiation of alternative solutions and other forms of problem solving associated with complex projects.
The employee will participate in the development of program policy and standard operating procedures required to ensure consistent and high quality operations in the Office of Environmental Remediation. The employee may need to provide information to the agency's webmaster to maintain an up-to-date webpage for OER.
The employee will be responsible for conducting and overseeing public participation requirements including public notices, press releases, and public meetings. The employee will promote community awareness and communicate risk principles for their projects to the public.
The employee will utilize computer technology and remote access technologies to conduct project management and administrative functions. The employee will be required to enhance scientific capabilities and skills by participating in on-going training programs.
For travel purposes, the employee will use a state vehicle or rental vehicle. The employee must maintain a respectable driving record and must participate in the care of vehicles.
Employee will perform other duties as assigned or required.
Knowledge of Google applications, Microsoft Office, especially Microsoft Word and Excel, is mandatory. Must have the ability to establish and maintain effective working relationships with federal, state, and local officials, the general public, supervisors, co-workers, and staff. Must have excellent verbal and written communication skills. Must be organized and have the ability to work independently with limited supervision.

OR
Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental resources, or in environmental protection, or in an agency specific area related to environmental impact.
OR
Substitution: Graduate coursework from an accredited college or university may substitute for the required experience at the rate of fifteen (15) semester hours of training for every one (1) year of experience.
