The employee will be assigned to the Division of Water and Waste Management, Permitting Group, Groundwater and UIC Program.
The general focus of this position is to protect groundwater. This is completed through protection/prevention plans, permitting activities, and remedial actions. Under administrative direction, in the Environmental Resources Specialist 3 role, the employee will perform professional work at the advanced level providing environmental services including permit application review and drafting of permit documents. The employee must exhibit a solid understanding of the groundwater protection rules and applicable regulations to provide guidance in implementing the permitting. The employee should exhibit financial awareness to provide financial assurance reviews for UIC deep well applications and permits. The employee shall have technical proficiency in review and interpretation of permits, environmental regulations, and policies. Ability to interpret and assess technical data and design specifications relating to underground injection wells and/or the oil and gas industry - with a preference in specific knowledge of Carbon Capture, Utilization, and Storage technology (CCUS) Underground Injection Control (UIC) and associated WVDEP and US EPA regulations and regulatory policy.
Responsibilities to include, but are not limited to:
• Conducting inspections and audits of injection well facilities and document the results in reports including any follow-up actions.
• Submit inspection/audit reports to the lead worker and supervisor.
• Reviewing permit applications and drafting injection well permits for issuance.
• Reviewing Financial Assurance documentation for UIC well applications and permits.
• Ensuring proper well construction, operation, monitoring, and closure.
• Investigating violations and enforcing compliance with UIC regulations, forward to inspectors as necessary.
• Providing technical assistance to well owners and operators.
• Maintaining records and preparing reports on UIC program activities.
• Other duties as assigned.
Ideal candidate will have experience in interpreting sedimentary layers using geological principles, analyzing core logs and various e-logs to extract valuable data. Proficiency in oil and gas well drilling techniques, ensuring mechanical integrity, and minimizing environmental impacts is preferred. Experience preference in subsurface geomechanics, reservoir evaluation, trapping mechanisms, field operations in the oil and gas industry, platform drilling operations, deep well injection systems, and operations. Must have a professional level understanding of general geologic principles and stratigraphy as applied to underground injection control and/or oil and gas operations.

Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental resources, or in environmental protection, or in an agency specific area related to environmental impact.
OR
Substitution: Graduate coursework from an accredited college or university may substitute for the required experience at the rate of fifteen (15) semester hours of training for every one (1) year of experience.

Preferred Experience:
Software experience and proficiency;
• GIS software (ArcMap, QGIS, Grass, SAGA) in assessment, development, review and mapping of surface topography for points of interest, drill head locations and Area of Review (AoR) perimeters for well permitting assessment.
• Google workspace applications (specifically Google Docs and Sheets).
• Additional preferred software experience; Microsoft Office (Word, PowerPoint, Outlook), Microsoft Excel, Tableau, R, Python, Adobe Acrobat.
Permitting and regulatory experience;
• UIC Well Development: Knowledgeable in Underground Injection Control well projects, emphasizing safety protocols and environmental compliance.
• Permitting Expertise: Experienced in navigating federal and state permitting processes, ensuring regulatory compliance for geological projects.
• Financial experience.
• Report and technical writing.
