Job Description

The State of Oregon is hiring an Environmental Remediation Coordinator (Operations and Policy Analyst 3) to manage environmental cleanups and support the Environmental Restoration Council. Responsibilities include developing rules, establishing grant programs, and engaging with impacted communities. The position requires extensive experience in environmental policy and program management. A hybrid work arrangement is possible, with some travel required for field activities and meetings.

The Oregon Department of Environmental Quality is the primary regulatory agency responsible for protecting and enhancing Oregon's natural resources. The Land Quality programs support this mission by assessing and managing environmental cleanups, promoting manufacturing and recycling of non‑toxic commercial products, safely managing the disposal of solid and hazardous wastes, administering underground storage tank and heating oil tank programs, and responding to spills of oil and hazardous materials.

Responsibilities
You will play a key role in implementing the State of Oregon vs. Monsanto Settlement Fund by providing expertise in environmental remediation and supporting the Environmental Restoration Council. You will develop rules, establish grant programs, and identify environmental restoration priorities that benefit human health and the environment in coordination with the Oregon Watershed Enhancement Board and the Oregon Department of Fish and Wildlife. You will lead outreach and engagement efforts, particularly with disproportionately impacted communities, to ensure transparent and effective investment of settlement funds.

Minimum Qualifications

Seven (7) years of experience performing professional‑level evaluative, analytical, and planning work.

Bachelor's degree in a related field may substitute for three (3) of the required years of experience.

Master's degree may substitute for four (4) of the required years of experience.

Doctorate degree may substitute for five (5) of the required years of experience.

Desired Attributes

Understanding of environmental justice and historical impacts for marginalized and underrepresented communities.

Experience in evaluating program rules, policies, and operations and creating new procedures.

Background in natural sciences or experience implementing a technical environmental science program.

Experience in environmental science, natural resources, or community focused public policy program and project management.

Strong research and policy analysis skills.

Working Conditions

Hybrid work may be possible; logistics to be determined with Hiring Manager.

Occasional travel by car for field activities, meetings, conferences, trainings, advisory committees, public hearings, and workshops.

Potential for extended work hours, overnight stays, and weekend work.

Exposure to adverse weather, tripping hazards, stairs, pollutants, chemicals, contaminated soil and water, fumes, and airborne contaminants.
