Job Description
The Environmental Protection Specialist at Air Force Materiel Command in Hill AFB, UT, manages environmental protection programs, providing guidance on hazardous waste and pollution control. The primary purpose of this position ENVIRONMENTAL PROTECTION SPECIALIST, NH-0028-03 is to serve as the program manager for the environmental protection programs. Provides guidance in hazardous waste handling, storage and disposal, pollution control, and is the directorate representative to other federal agencies, state and county agencies, base environmental management.

• Plan, coordinates, and manages all aspects of assigned environmental program(s) through application of professional knowledge and skill in environmental physical science or environmental engineering practices, and techniques.
• Execute assigned program element(s), in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
• Provide advisory services on specific problems, projects, programs, and functions in assigned program area.
• Comply with health, safety, and environmental rules and procedures and performs work in a manner that enhances safety of the work environment.

• PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
• WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
• May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or compensatory hours.
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
• Performs other related duties as assigned.
• Assignments may require the incumbent to drive a motor vehicle. An appropriate driver's license may be required for the position.
• May be required to obtain job-related certifications such as HAZWOPER, DOT, HAZWASTE, and/or RPM.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in troubleshooting environmental problems requiring investigation of unsanitary or questionable conditions in assigned programs. Federal, state, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices and health, safety, and security practices. Integrate an interdisciplinary team of professionals to include attorneys, public health specialists, public affairs specialists, biological scientists, environmental engineers, regulators, and other governmental officials, and community groups.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional environmental physical science, environmental engineering, or environmental protection principals, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned program element.
2. Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned programs.
3. Knowledge of applicable Federal, state, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices and health, safety, and security practices.
4. Skill to integrate an interdisciplinary team of professionals to include attorneys, public health specialists, public affairs specialists, biological scientists, environmental engineers, regulators, and other governmental officials, and community groups.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy and establish effective working relationships with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information
Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
