The Environmental Analysis Unit (EAU) is a one-stop shop for supporting development and sustainable transportation infrastructure that minimizes impacts on the human and natural environment. We are looking for an Environmental Program Consultant to assist the Mitigation and Modeling Group with planning, permitting, streamlining, and overall program delivery of transportation projects.

In this role you will:
• Oversee and coordinate with NC Division of Mitigation Services (NCDMS).
• Manage NCDOT’s Umbrella Mitigation Banking Instrument (UMBI).
• Manage NCDOT’s mitigation resources through the Mitigation Geodatabase, Onsite Mitigation debit ledger, and third-party transfers of mitigation sites.
• Oversee the Indirect and Cumulative Impact (ICI) modeling process.
• Assist with the development and implementation of Project ATLAS.
• Assist with developing GIS-based wetland and stream predictive models.
• Manage and evaluate consulting firms.
• Apply knowledge of regulatory requirements, highway development, and environmental assessments to achieve project delivery in an efficient manner.

Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:
• Experience utilizing the mitigation process, including acquisition and transfer of properties, impact projections and credit tracking.
• Knowledge of indirect and cumulative impacts assessments.
• Experience with Project ATLAS, ESRI ArcGIS and GIS analysis tools.
• Experience in planning and coordinating work, managing project schedules and deliverables, and evaluating and reviewing work done by others, including supervising consultants.
• Knowledge of environmental assessments and the relationship of highway development to natural resources through the application of federal and state environmental laws.

Additional Expectations:
• Demonstrated ability to solve problems, resolve conflicts and to apply critical thinking to complex environmental issues.
• Ability to effectively communicate complex and technical information in writing and verbally to varied audiences.

Minimum Education and Experience Requirements

Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
